Rwanda’s commitment to improving nutrition outcomes is articulated in the 2024 National Family and Nutrition Policy (NFNP), which provides the overarching framework for addressing malnutrition in all its forms. The policy outlines strategic directions for improving food security, dietary diversity, maternal and child nutrition, and multisectoral coordination. The purpose of this assignment is to develop a costed Nutrition Strategic Plan derived from the National Food and Nutrition Policy, ensuring clear prioritization, implementation arrangements, and sustainable financing.

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT
Education:
- Masters in Nutrition, Health Sciences, Public Health, Global Health, Health Economics, or any other related fields.
Work Experience:
- Minimum of seven years of professional experience in nutrition policy, health financing, and multisectoral program design, combined with strong analytical and costing skills.
- Proven experience in developing national strategies, technical reports, policy briefs, strategic plans, and guidelines.
- Experience in stakeholder engagement, facilitation of workshops, and capacity-building activities.
- Proven experience in conducting quantitative or qualitative research.
Language Requirements:
- Fluency in English and Kinyarwanda is required.
- Knowledge of French is an asset.
Knowledge/Expertise/Skills:
- Strong knowledge of nutrition programmes, including maternal, infant, and young child nutrition, micronutrient interventions, community nutrition, and health service delivery.
- Familiarity with national health and nutrition policies and strategies.
- Knowledge of public health principles, health systems, and programme management.
- Strong analytical and quantitative skills, including experience with data collection, analysis, interpretation, and presentation.
- Ability to synthesize complex information and provide evidence-based recommendations.
- Excellent report-writing and communication skills.
