The purpose of this consultancy is to provide technical support to the Education Section at UNICEF Cambodia with research, data, planning and reporting, and proposal development. he consultant will provide technical support to the Education Section of UNICEF Cambodia in the areas of research, data analysis, planning, and proposal development. This includes contributing to ongoing research and review initiatives, including the Mid-Term Review of the Education Strategic Plan (ESP) 2024–2028, and supporting programme-specific data analysis and learning assessments, such as the Southeast Asia Primary Learning Metrics (SEA-PLM), the Early Grade Reading Assessment (EGRA), the Early Grade Mathematics Assessment (EGMA) and the Cambodian Demographic Health Survey (CDHS). Additionally, the consultant will support the drafting of donor reports and funding proposals, including the Global Partnership for Education (GPE) 2030 application. Responsibilities will include developing Expressions of Interest, supporting proposal development and budget preparation, designing monitoring and evaluation frameworks, and drafting analytical narrative sections aligned with education sector priorities and donor requirements. The consultant will also support UNICEF internal reporting processes, including updates to the Results Assessment Module (RAM) and Core Standard Indicators (CSIs), through data collection, indicator tracking, and narrative reporting. Furthermore, the consultant will provide support for evaluation and research related activities by reviewing documents and contributing to quality assurance processes.

Minimum requirements:
Education: Masters in a relevant field such as education, public policy, international development, or related discipline
Work Experience: At least five years of relevant professional experience in monitoring and evaluation, data analysis, and reporting in education
Demonstrable experience of producing analytical papers/documents in the education sector, preferably in a lower middle-income context
Knowledge/Expertise/Skills:
Conversant with UN and UNICEF policies, programmes and processes in education.
Competent in data analysis and statistical packages, including Excel and Stata.
Language Requirements: Excellent written and oral communication skills in English.
Desirables: Experience working in Cambodia or Southeast Asia is an asset.
