POSITION OBJECTIVE:
Responsible for conducting economic, strategic, and development analyses to inform institutional decision-making. Contributes to knowledge management from both internal and external perspectives, fostering organizational learning and value creation. Provides technical support and empirical evidence for the Development Effectiveness Framework instruments in coordination with Bank departments and key development stakeholders.
GENERAL REQUIREMENT: Must be based in the Dominican Republic.
Bachelor’s degree or equivalent and Master’s degree or equivalent; or a Bachelor’s degree or equivalent combined with at least two additional years of experience beyond that required for the position.
EXPERIENCE REQUIRED BY THE JOB:
- Design and preparation of economic research and specialized sector studies within a development context.
- Design and development of global and regional economic intelligence and contextual analyses.
- Design and formulation of economic policy actions and development project analyses to guide financing and/or cooperation initiatives.
- Knowledge management, including international standards and best practices, regulations, methodologies, knowledge products, lessons learned, data management, and evidence-based approaches.
- Engagement with government institutions (e.g., Central Banks and Ministries of Finance), as well as multilateral organizations and development cooperation agencies. Experience in technical collaboration with government entities, multilateral institutions, development agencies, knowledge-generation organizations, and academia, including the exchange of information and evidence for economic analysis and policy design.
- Provision of economic advisory services to government institutions, NGOs, think tanks, commercial banks, regional development banks, or development cooperation agencies.
GENERAL EXPERIENCE:
- Minimum professional experience: 7 years.
FUNCTIONS:
- Conduct economic, strategic, and country analyses that integrate data, evidence, development gaps, enabling conditions, and national priorities to support institutional decision-making.
- Develop research, analytical studies, and updates to strategic, technical, and applied knowledge products, ensuring their relevance to institutional decision-making, operations, and organizational learning.
- Provide theoretical foundations and empirical evidence on economic matters during the preparation and credit analysis stages of operations, while supporting the design and adaptation of new financing programs and instruments.
- Manage knowledge assets for management units and staff offices, including classification criteria, documentation, dissemination, reuse, and traceability of knowledge products that contribute to improvements across project cycle stages and operational quality.
- Support, under indirect supervision, strategic, operational, and economic advisory activities arising from Country Management Offices and Extrarregional Representative Offices serving assigned member countries.
- Manage the General Equilibrium Model and Forecasting Model to produce quantitative analyses and projections
- Leverage specialized expertise available through institutions with which CABEI maintains collaboration frameworks and Memoranda of Understanding in areas related to the incumbent’s field of expertise.
- Coordinate information exchange with government institutions, multilateral development banks, and other development cooperation agencies.
REQUIRED KNOWLEDGE:
- Understanding of the economic, institutional, and social development context of member countries, including development gaps, national agendas, enabling conditions, and strategic intervention priorities.
- Knowledge of applied research methods, evidence analysis, experience systematization, and the development of knowledge products that support institutional decision-making.
- Quantitative techniques, including econometric models for economic and impact evaluation, counterfactual analysis, and forecasting, combined with expertise in data analytics, digital tools, and artificial intelligence applications for knowledge discovery, synthesis, classification, and reuse.
- Knowledge of global development agendas and multilateral approaches to development impact.
- Understanding of international economic sanctions frameworks, compliance requirements, and integrity considerations related to CABEI member countries.
- Knowledge of Environmental Management Systems.
