Mission

Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect by Armed Groups and De Facto and/or Provisional Authorities (AGDAs) for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working towards the elimination of gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.

Role

Under the direct supervision of the Country Director and with a technical reporting line to the Global MEAL Lead, the Country MEAL Officer leads the implementation, adaptation, and management of Geneva Call’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems for the Iraq country mission. Working in close collaboration with the Head of Programmes, programme teams across Iraq, the HQ MEAL Unit, and the MENA regional team, the role ensures that MEAL systems remain responsive to the evolving conflict context, support high-quality data collection, analysis, reporting, and accountability to affected populations, and generate evidence to inform timely decision-making, adaptive programming, and organizational learning in line with Geneva Call’s MEAL standards.

The role ensures data quality, supports evidence-based decision making, and strengthens accountability to affected populations through effective feedback and learning processes.

Work relations

  • Internal: Country Director, Head of Programmes, Programme and support staff, HQ MEAL Unit, HQ-based Regional Africa Team, Policy, Research and Legal (PRL) Unit, and other relevant support functions as required
  • External: Implementing partners, service providers, and relevant coordination platforms

Duties and responsabilities

Monitoring and Evaluation

  • Develop, implement, and maintain project-level MEAL frameworks, plans, and monitoring systems, ensuring alignment with project logical frameworks, indicators, and organizational MEAL standards.
  • Monitor programme performance by tracking progress against indicators, reviewing indicator performance, identifying inconsistencies or data gaps, and supporting the adaptation of monitoring tools and methodologies to the operational context.
  • Conduct monitoring, verification, and assessments, including regular field monitoring visits, data quality assurance and verification, and supporting the planning and implementation of baseline, endline, and other assessments through data collection and coordination.
  • Support evidence-based reporting and programme management by providing timely and accurate MEAL inputs for internal and donor reporting, ensuring that monitoring findings inform programme implementation and decision-making.
  • Contribute to the design and continuous improvement of MEAL systems, including the development of evaluation frameworks, indicators, sampling methodologies, and data collection approaches to strengthen programme quality and accountability.

Accountability and Learning

  • Establish and manage feedback and complaint mechanisms in line with programme design and operational context.
  • Track, document, and follow up on feedback and complaints in line with protocols.
  • Escalate sensitive cases in accordance with safeguarding and accountability standards.
  • Facilitate periodic learning and reflection sessions with programme teams.
  • Document lessons learned and support adaptive programme improvements.
  • Support the dissemination of lessons learned and good practices across teams and partners.
  • Support integration of learning into programme design and implementation.

Data Management and Analysis

  • Maintain databases, trackers, and information management systems ensuring data accuracy.
  • Conduct routine data analysis to inform programme performance.
  • Produce dashboards and basic data visualizations.
  • Ensure data is systematically stored, cleaned, and accessible for reporting and evaluation purposes.
  • Ensure data protection, confidentiality, and secure data storage in line with organizational policies.
  • Translate data findings into actionable recommendations and support follow-up on their implementation.

Training and Capacity Strengthening

  • Train and support field staff and partners on MEAL tools, data collection methods, and reporting requirements.
  • Provide on-the-job coaching to staff and partners to strengthen MEAL practices.
  • Supervise enumerators, interns, or small data collection teams.
  • Promote consistent application of MEAL standards across field teams.

Additional Duties

  • Propose improvements to MEAL processes and tools based on field experience.
  • Support coordination with partners on MEAL-related activities.
  • Support drafting of donor reports and proposals, ensuring MEAL inputs are evidence-based.
  • Support the organization of learning events, workshops, or review meetings at country level.
  • Ensure compliance with organizational MEAL standards and donor requirements across programme activities.
  • Support the coordination of external evaluations, including engagement with consultants and stakeholders.
  • Perform other relevant tasks as assigned.

Requirements

Education (Essential)

  • Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, or related field.
  • Formal training in MEAL, data management, or data analysis.

Education (Desirable)

  • Certification in MEAL systems, evaluation, or data analysis.
  • Certification in project or program management (e.g. PMP, PRINCE2).

Experience (Essential)

  • At least 6 years of professional experience, including at least 2 years in MEAL-related roles.
  • Experience implementing surveys, maintaining databases, and contributing to analytical reports.
  • Familiarity with MEAL systems and donor reporting requirements.
  • Proficiency in Kobo/ODK, Excel, and data visualization tools (e.g. Power BI).
  • Strong skills in data tracking, verification, and reporting.

Experience (Desirable)

  • Experience in humanitarian contexts and fragile settings.
  • Exposure to partner coordination and multi-stakeholder environments.

Job related competencies

  • Strong analytical and data interpretation skills.
  • Ability to work independently and manage multiple priorities.
  • Experience supervising data collection teams.
  • Solid report writing and documentation skills.
  • Understanding of humanitarian programming and sectoral approaches.
