UNICEF Afghanistan is seeking an experienced and strategic Partnerships Manager to lead resource mobilization, donor engagement, and partnership development efforts in one of UNICEF's largest and most complex humanitarian and development operations. The role will drive engagement with high-value partners, including governments, development banks, UN agencies, and donors, while supporting the implementation of the country office resource mobilization and advocacy strategy.

UNICEF Afghanistan manages one of the largest and most complex humanitarian and development portfolios globally. The 2026 HAC appeals for USD 949m, with diversified base of Partners including Development Banks (World Bank, Asian Development bank, Islamic development bank), Traditional Development and Humanitarian donors(Germany, Japan, FCDO, the European Union (ECHO/INTPA), Canada, UN pooled funds, National Committees etc.), in addition to emerging markets and partners.
Under the guidance and supervision of the Chief Partnerships and Resource Mobilization, the Partnerships Manager will be responsible for supporting the delivery of the overall country resource mobilization strategy and plan.
Purpose of the Job:
The incumbent will collaborate with the Resource Mobilization team and others to ensure the exchange of knowledge; to enhance and develop partnerships and engagement with donors; to negotiate and capture fundraising opportunities; to ensure high quality, effective stewardship of donor resources; and to manage a team of professionals and ensure capacity in place to deliver effective partnerships. Furthermore, the incumbent will support the Country Office advocacy within the scope of the assignment.
The Partnership Manager is responsible for the execution of assigned work-plans, and for regularly supporting senior management in defining the resource mobilization and advocacy direction and design.

Minimum requirements:
- Education: Master or equivalent (Advanced University Degree) in Political Science, Communications, Social Science, Management, Public Administration, International Development, international relations or another relevant technical field.
- Work Experience: A minimum of eight years of professional experience in one or more of the following areas is required: public affairs, resource mobilization, external relations, or other relevant area.
- Skills: Resource mobilization and proposal development. Strategic advocacy and stakeholder engagement. Knowledge management and knowledge-sharing facilitation. Donor relationship management and engagement. Contribution cycle coordination and monitoring. Grant management, compliance, and reporting.
- Language Requirements: Fluency in English is required.
Desirables:
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
- Experience with World Bank, Experience with Asian Development Bank, Experience with multilateral development banks is highly desirable.
- Familiarity with Afghanistan context, particularly in development, fragile settings, familiarity with South Asia region and experience in humanitarian contexts would be an asset.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or local language of the duty station is considered as an asset.
