The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow in Asia and beyond – infrastructure with sustainability at its core. The Complaints-resolution, Evaluation and Integrity Unit (CEIU) was established in 2016 as an independent unit within AIIB and is part of AIIB’s Oversight Mechanism created by its Board of Directors under Article 26(iv) of the AIIB Articles of Agreement. The 2019 Decision on the Oversight Mechanism by the Board of Directors formally established AIIB’s Independent Evaluation Function (IEF) under the responsibility of CEIU. AIIB’s first Learning and Evaluation Policy was approved by the Board of Directors in May 2021. The policy covers the purpose of learning and evaluation in the Bank and outlines the principles and internationally accepted criteria that underpin its learning and evaluation activities.
Reporting to the Head of IEF, the Senior Evaluation Specialist will lead and contribute to project-level early learning assessments (ELAs) and project learning reviews (PLRs) across the full range of AIIB operations, covering both sovereign-backed financings (SBF) and nonsovereign-backed financings (NSBF) in equal measure. NSBF coverage includes financial intermediation, funds, bonds, guarantees, equity, and other forms of private sector investment. SBF coverage spans AIIB’s infrastructure sectors, themes, strategies, and institutional processes, in line with CEIU’s work program and evaluation protocols. The incumbent will also lead and conduct thematic evaluations at the sector, strategy, instrument, and corporate levels, synthesizing evidence across both financing modalities.
Responsibilities:
- Develop and update guidance to facilitate the implementation of AIIB’s Learning and Evaluation Policy, with attention to both nonsovereign and sovereign operations.
- Undertake ELAs of ongoing operations and PLRs of completed AIIB financings, covering SBF and NSBF in balanced measure and across all financing modalities, in accordance with CEIU protocols.
- Lead and conduct thematic evaluations – spanning sectors, strategies, financing instruments, institutional processes, and cross-cutting themes across both the SBF and NSBF portfolios – from approach paper and methodology design through evidence gathering, report preparation, and presentation of findings to management and the Board, as assigned by the Head of the IEF and in line with the CEIU work program approved by the Managing Director, CEIU (MD-CEIU).
- Prepare and deliver training sessions, awareness-raising activities, and explanatory materials to facilitate organizational learning from evaluation findings.
- Provide independent inputs to inform the development and review of operational policies, instruments, and strategies, covering both SBF and NSBF, as appropriate.
- Participate in joint evaluation activities with development partners and cofinanciers on projects of shared interest.
- Lead or contribute to the preparation of thematic evaluation reports, synthesis papers, working papers, and knowledge products relevant to both SBF and NSBF.
- Contribute to the CEIU Annual Activity Review, ensuring comprehensive and balanced coverage of SBF, NSBF, and thematic evaluation activities.
- Provide technical comments on draft evaluation reports and on AIIB operational documents, drawing on subject matter expertise.
- Support the dissemination of evaluation findings, and promote institutional learning across AIIB, its development partners, and members.
- Support other activities within CEIU, as needed, and undertake additional tasks assigned by the Head of the IEF, including tasks requested by MD-CEIU through the Head of the IEF.
Requirements:
- At least 10 years of progressively responsible experience in multilateral development banks (MDBs), international financial institutions, or comparable development organizations, with balanced exposure to both SBF and NSBF operations. Prior experience in another MDB, particularly within an independent evaluation function or office, is highly desirable.
- Minimum five years’ relevant experience in project design, implementation, supervision, and/or evaluation across sectors (e.g., energy, transport, urban, water, climate finance, and finance), with demonstrated exposure to both SBF and NSBF operations.
- Master’s degree or equivalent in economics, finance, law, public policy, or related disciplines from a recognized institution.
- Familiarity with MDB operational policies, financing instruments, and results measurement frameworks for both sovereign operations and private-sector engagements (e.g., financial intermediaries, funds, public-private partnerships, equity, guarantees).
- Proven expertise in development evaluation, applied research, and analytical work across the project, sector, thematic, and country levels, with the ability to assess institutional, technical, economic, and policy aspects.
- Demonstrated experience in designing and leading thematic, sector, strategy, or corporate-level evaluations, including the formulation of evaluation questions and methodology, synthesis of evidence across multiple projects and countries, and presentation of findings and recommendations to Senior Management and Board.
- Strong experience in providing independent evaluation inputs to operational strategy reviews, policy dialogues, and programming discussions within an MDB context.
- Proficiency in leveraging technology and innovation in evaluation practice, including the use of artificial intelligence tools, data visualization and synthesis tools, and geospatial platforms, for enhanced evidence generation and validation.
- Experience working across multiple countries in Asia would be preferred.
- Demonstrated ability to navigate complex stakeholder environments and cultural contexts.
- Strong ability to synthesize evaluation findings into actionable recommendations and effectively communicate lessons learned to both operational and strategic audiences.
- Able to manage competing priorities.
- High levels of personal integrity, professionalism, and diplomatic acumen, with a commitment to collaboration and knowledge sharing.
- Outstanding written and oral communication skills in English. Knowledge of another AIIB member language would be an asset.
