The Information Technology Department (ITD) serves as AIIB's enterprise authority and service provider for digital technology. It develops and implements the Bank's digital strategy; delivers and operates digital solutions, AI capabilities, enterprise platforms, infrastructure, and workplace services; safeguards digital assets through cybersecurity, technology risk management, and resilience; and partners with business units to enable institutional priorities through secure, innovative, and client-centric digital capabilities.

The Senior Digital Program Specialist will report directly to the Chief Information Officer and Head of IT and AI (CIO) and serve as the CIO's strategic advisor on digital strategy, organizational effectiveness, and long-term capability development. The role supports the CIO in shaping ITD's strategic direction, strengthening engagement with business leadership, promoting consistent methodologies and operating practices, and enhancing the business value delivered through the Bank's digital portfolio.

This position takes an enterprise-wide and long-term perspective, supporting the continuous improvement of ITD's strategic planning, operating model, business engagement, business capability planning, portfolio management practices, and delivery methodologies. The role will work closely with business units and IT teams to strengthen enterprise business knowledge, promote standardized business processes, and improve consistency in how digital capabilities are planned, governed, and delivered across the Bank.

Responsibilities:

  • Support the CIO in developing, maintaining, and executing the Bank's digital and AI strategy, ensuring alignment with the Bank's Corporate Strategy and institutional priorities.
  • Lead long-term IT strategic planning and capability planning across business domains, identifying future digital capabilities required to support the Bank's evolving business needs.
  • Engage proactively with business unit management to understand departmental strategies, priorities, operating models, and future directions, translating these into long-term digital roadmaps.
  • Continuously assess technology trends, emerging AI capabilities, and industry practices to refine ITD's strategic direction and planning.
  • Ensure business priorities are incorporated into IT planning, investment prioritization, and technology roadmaps.
  • Build trusted advisory relationships with senior management across the Bank to understand business priorities and identify opportunities to improve business outcomes through digital capabilities.
  • Promote capability-driven planning by understanding business domains holistically.
  • Identify opportunities to standardize, simplify, and optimize business capabilities and enterprise solutions across departments.
  • Work closely with IT teams to ensure strategic planning is translated into coherent delivery roadmaps.
  • Lead enterprise-level business process reviews across corporate functions to improve consistency, efficiency, and digital readiness.
  • Promote standardized and optimized business processes before technology implementation.
  • Develop business capability models and domain knowledge that support long-term solution planning across business domains.
  • Serve as ITD secretariat for enterprise business process governance, coordinating governance activities, documentation, and standards.
  • Introduce industry methodologies and leading practices for business process management and business capability planning.
  • Lead the continuous improvement of ITD's operating model, methodologies, and ways of working.
  • Introduce, evaluate, and institutionalize modern delivery methodologies, including product management, Agile, Lean, Six Sigma, business process reengineering, solution design, and software development life cycle practices.
  • Develop common governance frameworks, standards, templates, playbooks, and guidance that improve consistency across IT teams.
  • Promote product-oriented thinking, enterprise solution planning, and domain-based business knowledge across delivery teams.
  • Drive continuous improvement initiatives that enhance collaboration, delivery effectiveness, and client-centric service delivery.
  • Establish and continuously improve ITD's business analysis methodologies, standards, and reusable assets.
  • Develop templates, guidance, and quality standards to strengthen business analysis capability across ITD.
  • Promote business analysis practices that emphasize enterprise business capabilities and end-to-end business processes rather than individual system requirements.
  • Foster the development of reusable business knowledge and enterprise solution patterns to support long-term planning.
  • Develop and maintain frameworks for measuring business value realization across the Bank's digital portfolio.
  • Monitor strategic outcomes of the IT portfolio, and identify opportunities to improve benefits realization and organizational impact.
  • Promote consistency of business outcomes across projects and products by identifying common opportunities, dependencies, and improvement areas.
  • Provide strategic analysis and recommendations to the CIO regarding portfolio performance, investment priorities, and organizational improvements.
  • Support the CIO in preparing strategic papers, executive presentations, governance materials, and management reporting.
  • Lead strategic initiatives assigned by the CIO requiring cross-functional coordination.
  • Conduct research, benchmarking, and analysis of industry practices, peer multilateral development banks, and emerging technologies to inform executive decision-making.
  • Represent the CIO in strategic working groups and institutional initiatives as delegated.

Requirements:

  • Minimum 15 years of progressively responsible experience in digital strategy, IT strategy, enterprise architecture, business architecture, management consulting, organizational effectiveness, or related fields.
  • Bachelor's degree in information systems, business administration, computer science, organizational development, or a related discipline. Master's degree preferred.
  • Demonstrated experience providing strategic advisory or consulting services to senior management on enterprise technology strategy, operating models, business capability development, technology-enabled process improvement, product-oriented delivery, and portfolio performance.
  • Experience applying relevant methodologies, such as capability-based planning, business and enterprise architecture, product management, portfolio and program management, benefits realization, Agile, Lean, business process management, IT service management, and organizational change and adoption.
  • Proven experience translating institutional and business priorities into integrated technology roadmaps and business-domain solutions, assessing solution and delivery options, establishing measurable outcomes, and monitoring the realization of business value across a technology portfolio.
  • Strong knowledge of enterprise technology strategy and operating-model practices, including capability-based planning, business and enterprise architecture, product management, portfolio governance, benefits realization, Agile and Lean delivery, and business process improvement.
  • Familiarity with recognized frameworks such as TOGAF, COBIT, ITIL, Lean Six Sigma, PMI, PRINCE2, Managing Successful Programmes, or equivalent would be an advantage.
  • Strong problem-solving, analytical, facilitation, and consulting skills, with the ability to engage senior stakeholders, understand business-domain needs, develop practical recommendations, and communicate complex technology matters in clear business terms.
  • Relevant professional certifications in enterprise architecture, product management, portfolio or program management, Agile, IT governance, service management, process improvement, or change management would be an advantage.
  • Understanding of emerging technologies (e.g., AI) and their role in transformation.
  • Experience engaging senior executives and facilitating strategic planning workshops across business and technology organizations.
  • Experience in international financial institutions or multilateral development banks is an advantage.
  • Strong engagement and consulting skills, with the ability to articulate the value of technology in business terms.
  • Strong communication skills and the ability to work in complex, multicultural environments.
  • Expertise in change management and enterprise transformation.
  • Strategic thinker capable of driving cross-functional collaboration.
  • Excellent command of written and spoken English.
