The education sector faces increasing disruptions due to disasters, climate change, and conflicts. To ensure a resilient and inclusive education system, it is essential to review existing Education in Emergencies (EiE), Disaster Risk Management (DRM), and Climate Change policies to identify gaps, alignment opportunities, and actionable recommendations for strengthening preparedness, response, and long-term resilience.

The consultancy in collaboration with UNICEF aims to support the National Department of Education, subnational education authorities, education cluster and implementing partners and stakeholders through consultation to review the Education in Emergencies, Disaster Risk Management Policy and implementation guide. 

Through this consultative process including with other UN agencies, the aim of the consultancy is to:

• Assess existing national and education sector policies.

• Identify gaps, overlaps, and inconsistencies.

• Evaluate alignment with global and regional frameworks.

• Analyze institutional capacities and coordination.

• Produce a policy review report and roadmap recommending strategic and high-impact interventions to

accelerate coverage and improve outcomes, especially for vulnerable groups.

Scope of Work:

Under the direct supervision and functional guidance of the Chief of Education, the consultant will undertake the following key tasks as part of this assignment:

1. Policy Analysis (including Legal and regulatory) · Review of the EiE DRM policy and key strategic documents will need to be reviewed and assessed against regional and global frameworks.

The key documents include:

 i. NDOE Education in Emergencies Disaster Risk Management Policy

 ii. Education in Emergencies Response and Recovery Plan (EERRP)

iii. National Education Plan 2020-2029 iv. Education Sector Development Plan (ESDP) v. Medium-Term Development Plan 2023-2027 (MTDP IV)

vi. Education Sector Analysis (ESA)

vii. Other relevant policy and evidence documents

· Assessment of alignment with international standards and global and regional frameworks. conduct validation workshop on revised Policy and Implementation Guide.

 · Analysis of legal frameworks supporting policy implementation within the larger GoPNG mandate.

2. Institutional Mapping and coordination on EiE, DRM, Climate Change The roles and mandates of NDOE Divisions of Education is to connect Government Departments and coordination mechanism particularly between National Department of Education (NDOE), National Department of Health (NDOH), Climate Change Development Authority (CCDA), National Disaster Centre (NDC), Department of Provincial and Local-Level Government Affairs (DPLLG), PNG National Weather Service (NWS), National Agriculture Research Institute (NARI), International Office for Migration (IOM), United Nations Development Program (UNDP), Food and Agriculture Organization (FAO).

3. Capacity Building support

· Conduct capacity building of relevant NDOE teams on Policy Development and review tools for consultation to conduct desk review, interviews, FGDs, SWOT analysis, policy coherence analysis.

4. Policy Implementation Review

· Assess major EiE response and preparedness: coverage, targeting, effectiveness, equity through education cluster partners using designed tools. · Conduct analysis of funding mechanisms and sustainability.

5. Stakeholder Consultations

· With capacities built, National and subnational education authorities will be key in participating in the regional consultations.

· Additionally, input will be required from education cluster partners, civil society organizations, faith-based organizations, development partners, schools, community representatives using desk review, interviews, FGDs, SWOT analysis, policy coherence analysis.

· Tools and instruments will be approved through the Research and Evaluation Division in NDOE with ethical considerations adhered to around child safeguarding, informed consent, confidentiality, gender and disability inclusion.

 6. Facilitation of Policy Review

· Co-facilitate workshop on policy review based on developed of draft revised policy limitations and gaps (as Climate Change, Conflict etc.) Through PPD team

· Conduct validation workshop on revised Policy and Implementation Guide once draft has been reviewed by PPD team.

Minimum requirements:

  • Education:

A Master’s Degree ) in one of the following fields is required: education, economics, psychology, sociology or another relevant; With 7 years experience in Education/ Education Planning, EiE, DRM, climate and policy development, education policy analysis; social sciences and any other related fields.

  • Work Experience:

Specific Knowledge/Expertise/Skills required:

Minimum 7 years of experience in policy review for major government departments at national or international levels.

Demonstrated minimum 5 years of experience in strategy development for government and/or international development organizations in the social sector.

Professional Experience of working with GPE grants and proposal development process including the quality assurance process

  • Language Requirements:

Fluency in English is required

  • Knowledge/Expertise/Skills:

Knowledge of INEE Minimum Standards and Climate Action

Experience in PNG and the Pacific is considered an advantage

  • Desirables:

Experience working in a developing country is considered as an asset

Relevant experience in a UN system agency or organization is considered as an asset.

Background with emergencies is desired.

Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
