Senior ICT Officer (Solution Architect - MS Technologies)

The post is located within the Platform Section of the ICT Operations Service and reports directly to the Chief of the Platform Section.

The Senior ICT Officer is responsible for the design, engineering and integration of Enterprise products, technologies and services to support UNHCR global platform and application services. In delivering this function, the functionary provides technical oversight of UNHCR’s Managed Service Providers to ensure that solutions and services based on Microsoft technologies are, and remain fit-for-purpose for UNHCR. In addition to the Managed Service Providers, the occupant has regular contact with Microsoft, Microsoft partners/re-sellers and Microsoft service providers, with Service Delivery Managers in the Platform Section, as well as with staff in other sections of the ICT Operations Services and the rest of DIST.

RESPONSIBILITIES

§ Work across multiple Microsoft Enterprise products, technology and service vendors, internal business partners and Managed Service Providers to produce technically excellent solutions architecture that are aligned to business needs and direction as well as resourcing and financial constraints.

§ Work with UNHCR Managed Service Providers to develop and/or review Microsoft related solutions and services.

§ Engage with managed Service Providers and other stakeholder in problem management related to Microsoft Enterprise products, technologies and services.

§ Provide and/or coordinate technical expertise in support of Managed Service providers for high severity incidents.

§ Collaborate with other sections within the ICT Operations Service and the rest of DIST to contribute to efficient operations and overall IT directions and strategies.

§ Provide technical expertise for major Platform and Application related initiatives.

§ Perform technology assessment, lab testing, create high level designs and management processes.

§ Provide feedback to appropriate focal points for amendments and changes to the DIST Service Catalogue.

§ Perform other duties as assigned.

QUALIFICATIONS

§ University degree in ICT or relevant subject.

§ At least 12 years (10 years with advanced university degree) of experience in information technology of which 7 should be in designing and implementing complex networks based on Microsoft Enterprise products, technologies and services to support decentralized IT operations in developing countries.

§ Proven ability to design and maintain large, enterprise grade platform infrastructure in a 24/7, "real-time" environment.

§ Broad knowledge of Microsoft Enterprise products, technologies and services.

§ Deep knowledge of Active Directory, Exchange, Windows Server and other Microsoft Enterprise products particularly when used across large Wide Area Networks composed of high-latency, low-bandwidth connections.

§ Experience working with outsourced providers in delivering services based on service level agreements.

§ Experience resolving problems, responding to and completing audit recommendations and actions.

§ Strong verbal communications and executive-level presentation skills.

§ Fluent written and spoken English.
