Capacity Development Consultant - Corporate Secretariat

1. Project Background

The Asian Infrastructure Investment Bank (AIIB or the Bank) through its Corporate Secretariat (SEC) develops capacity building and capacity support programs for its non-resident Board of Directors (BOD) and the AIIB members. The programs aim to deepen the AIIB specific knowledge by the Board members and AIIB Member representatives, support the engagement between the Board, senior management and staff members, and enhance the governance effectiveness and efficiency.SEC plans to engage a consultant to support development and implementation of several initiatives in 2026-2027, including but not limited to: i) AIIB Visitors Program; ii) Board Advisors’ Upskilling Program, and iii) the Board e-Learning Platform.

2. Objectives of the Assignment

The consultant will provide specialized expertise concurrently to lead and coordinate implementation of the above initiatives (assignments), enhance engagement with internal and external stakeholders, and prepare high-quality deliverables appropriate for AIIB Board officials. Expected duration starts from October 8, 2026 and until March 31, 2027.

3. Scope of Services

3.1. AIIB Visitors Program • Support SEC in planning and delivering the Visitors Programs;• Support development of curriculum of the Visitors Program;• Draft the program agenda, actionable program, and session structure based on existing program framework and feedback from previous editions;• Coordinate and control preparation and timely delivery of sessions through engagement with speakers and relevant AIIB business units;• Engage with external stakeholders and Bank’s business units for preparation and delivery of project site visits;• Coordinate and control preparation of session materials (rundowns, session structures, presentation, interactive discussions etc);• Oversee program logistics and on-site delivery with the support of team assistant and in coordination with relevant Bank units;• Collect participant feedback, analyze results and recommend improvements for future editions; • Document lessons learned and maintain reusable program materials and records.3.2. Board Advisors’ Upskilling Program • Lead the preparation and delivery of Board Advisors’ Upskilling sessions during the Board physical meetings;• Identify and prioritize learning topics based on the Board’s demand, previous feedback, and emerging needs;• Support to design session agenda, learning outcomes and delivery formats;• Coordinate with internal speakers, subject-matter experts and other resource persons;• Coordinate and control preparation of session materials, and presentations;• Oversee program logistics and on-site delivery with the support of team assistant and in coordination with relevant Bank units;• Collect and analyze feedback and recommend adjustments to strengthen future sessions.3.3. Board E-Learning Portal • Support to develop substance on AIIB governance; • Manage the E-Learning portal structure and content;• Conduct quality assurance and user testing and incorporate feedback;• Maintain organized and editable materials for future reuse by AIIB;• Recommend practical enhancements to the portal, including appropriate uses of AI-enabled functionality.

5. Implementation Arrangement

The Consultant is expected to work onsite in the Bank’s HQ in Beijing, China. The Consultant will be working with the Governance Effectiveness team of SEC, engaging closely with relevant AIIB departments, subject-matter experts, and academic institutions.

6. Support to the Consultant by the Bank

SEC will make documents and data available to the Consultant to carry out the assignments. As necessary, SEC will facilitate consultations with AIIB subject-matter experts required by this ToR. During the on-site work period, a dedicated workstation, as well as other administrative and IT service support will be provided. The Bank will cover the cost related to mission travels if applicable in line with relevant Bank policies.

7. Knowledge Transfer and Training

The consultant must keep and transfer all assignments-related data and records to AIIB upon completion of the Assignment.

Qualification Requirement

• Advanced university degree in education, business administration, international relationships, communication or a relevant field.• 3-5 years of relevant professional experience, preferably in banking of private sector and/or multilateral development banks.• Deep understanding and knowledge of governance, especially in the context of global development financing.• Experience in designing learning and/or development programs for senior officials, executives or other high-level professional audiences is preferred.• Strong ownership, inter-person skills, teamwork spirit, and stakeholder engagement skills. Multi-cultural awareness and capability. • Excellent written and spoken English.
