Data and Automation Consultant

1. Project Background

The consultant position in the Finance and Data Management team of the Office of the Controller (CTL) will support the automation of manual processes and the development of data tools across the departments. Working alongside CTL staff, the consultant will identify repetitive manual workflows, build automated solutions, and strengthen the department’s work efficiency. Because effective automation depends on understanding the work being automated, the consultant is expected to build and apply a solid grasp of CTL's financial and operational processes throughout the engagement.

2. Objectives of the Assignment

• Identifying manual, repetitive processes across cost control, internal control, loan accounting, and reporting and data management functions, and designing automated workflows to optimize them. • Developing a clear understanding of the business purpose and logic behind each process before automating.• Building and maintaining automation solutions using Microsoft Power Platform (Power Automate, Power Apps) and scripting where appropriate.• Applying automation and AI agentic and vibe coding tools (such as Copilot Studio, Kiro, Github) to interpret unstructured inputs, such as extracting key terms from lengthy documents or free-text correspondence, where rule-based logic alone is insufficient.• Establishing appropriate controls within each solution, including input validation, approval steps, exception handling, audit trails, access control, change and version control and reconciliation mechanisms.• Conducting solution testing and supporting user acceptance testing, including the preparation of test scenarios, resolution of identified issues and confirmation that solutions meet agreed business and control requirements.• Documenting workflow SOPs and tools clearly so they can be maintained and handed over to team members.• Supporting the team in adopting the tools built, including basic training and knowledge transfer.• Ensuring alignment with the Bank’s governance, including EUC compliance requirements and coordination with ITD for environment setup and access management.

3. Scope of Services

• Conducting consultations with business users and stakeholders to identify operational pain points, inefficiencies, repetitive manual activities, and opportunities for automation.• Reviewing and mapping existing business processes, workflows, data flows, controls, dependencies, and reporting requirements.• Developing a clear understanding of the objectives, business rules, operational risks, and expected outputs associated with each process.• Designing fit-for-purpose automation solutions using Microsoft Power Automate, Power Apps, and related technologies.• Applying AI-enabled tools and agentic automation solutions, including tools such as Copilot Studio, Kiro, Github-based automation capabilities, or equivalent technologies, to interpret and process unstructured information including lengthy documents, free-text correspondence, and narrative data.• Incorporating robust internal controls into developed solutions, including validation rules, approval workflows, reconciliation checks, access restrictions, audit logs, version control, exception management, and change tracking mechanisms.• Performing data validation, troubleshooting, issue analysis, and root-cause investigations to ensure the reliability and integrity of automated outputs.• Supporting solution testing activities, including preparation of test scenarios, execution support, issue resolution, and coordination of user acceptance testing.• Preparing user guides, standard operating procedures (SOPs), technical documentation, process maps, and maintenance instructions for all developed solutions.• Providing user support during implementation and initial adoption phases.• Delivering basic training sessions and knowledge transfer activities to designated Bank staff.• Coordinating with ITD and relevant stakeholders on environment setup, access provisioning, deployment arrangements, and compliance with applicable EUC and governance requirements.

4. Consultancy Output / Deliverables

• Process assessments and workflow analyses identifying automation opportunities, operational risks, inefficiencies, and recommended improvements.• Documented business requirements, process maps, workflow logic, and control requirements for prioritized automation initiatives.• Automated workflows, applications, scripts, dashboards, or related solutions developed using Microsoft Power Platform and other approved technologies.• AI-enabled process solutions capable of supporting the interpretation or processing of unstructured inputs where applicable.• Configured controls within automation solutions, including validation mechanisms, audit trails, reconciliation procedures, access controls, and exception handling processes.• Testing documentation, including test plans, test scenarios, issue logs, resolution records, and user acceptance testing support materials.• Training materials and knowledge transfer sessions for designated users and support personnel.• Periodic progress updates and implementation status reports as required by the supervising manager.• Final handover package containing all developed tools, source files, documentation, and implementation records.

5. Implementation Arrangement

The consultant will be engaged as an individual consultant and will be based at HQ. The consultant will report to the designated hiring manager or team lead within the Bank and will work closely with business users, operational teams, and ITD representatives throughout the assignment.The assignment will be implemented through a collaborative and iterative approach, with priorities and work plans agreed jointly between the consultant and the supervising manager. Specific tasks and deliverables may be refined during implementation based on evolving business requirements and operational priorities.The consultant will be expected to manage assigned activities independently, maintain regular communication with stakeholders, and provide timely updates on progress, risks, issues, and dependencies. Coordination with ITD will be required for technical environment setup, access management, deployment approvals, and compliance with applicable technology governance standards.The consultant shall observe all applicable policies, procedures, confidentiality obligations, data protection requirements, and information security standards of the Bank. All developed solutions, documentation, and related work products shall remain the property of the Bank.

6. Support to the Consultant by the Bank

• Access to relevant stakeholders, business users, and process owners necessary for requirements gathering and validation.• Access to relevant systems, data sources, documentation, and operational materials subject to applicable authorization and confidentiality requirements.• Provision of workspace, standard office facilities, and access to approved systems and collaboration tools at HQ as required.• Coordination support with ITD for environment setup, user access provisioning, deployment arrangements, and compliance reviews.• Guidance on applicable operational policies, EUC requirements, governance standards, and internal procedures relevant to the assignment.• Timely review and feedback on submitted deliverables, prototypes, and documentation.• The Bank will designate a focal point to coordinate assignment activities, facilitate stakeholder engagement, and review deliverables.

7. Knowledge Transfer and Training

• Prepare clear and comprehensive documentation for all workflows, automation solutions, scripts, data models, and related tools.• Develop user guides, SOPs, process flow diagrams, and technical references to support operational continuity.• Conduct knowledge transfer sessions and practical demonstrations for relevant staff members and business users.• Provide basic user training on the operation, monitoring, troubleshooting, and maintenance of implemented solutions.• Explain key business logic, validation rules, exception handling procedures, and governance considerations embedded within developed tools.• Support designated staff during transition and handover activities to facilitate continued use and maintenance of solutions.

Qualification Requirement

• A bachelor’s or master’s degree in finance, business analytics, data science, statistics, computer science, information systems, or another relevant quantitative or analytical discipline.• At least three years of relevant professional experience in process automation, business process improvement, data analytics, workflow development, or end-user computing solutions.• Demonstrated experience analyzing business processes and implementing automation solutions from requirements gathering and process mapping through development, testing, deployment, and maintenance.• Proven proficiency in Microsoft Power Platform technologies, particularly Power Automate and Power Apps.• Experience with workflow automation, scripting, or analytical tools such as Python, SQL, R, DAX, Alteryx, or comparable technologies.• Experience applying AI-enabled or intelligent automation tools to process unstructured or free-text information would be an advantage.• Familiarity with data visualization and reporting tools such as Power BI would be beneficial.• Demonstrated ability to define business rules, implement validations and controls, handle exceptions and edge cases, and ensure data quality and reliability.• Strong analytical and problem-solving skills with attention to detail and the ability to investigate issues and identify root causes.• Experience preparing clear process documentation, user manuals, SOPs, and technical documentation.• Strong interpersonal and communication skills with the ability to engage effectively with both technical and non-technical stakeholders.• Ability to work independently, manage competing priorities, and deliver practical solutions within agreed timelines.• Experience in finance, banking, a multilateral development bank (MDB), international financial institution, or similar organization is highly desirable.• Relevant professional certifications related to Microsoft Power Platform, Power BI, data analytics, or technology solutions would be an advantage.• Relevant finance or accounting qualifications such as CFA, CPA, ACCA, or equivalent would be considered an additional asset.
