How can you make a difference?

The decentralized health systems in the Philippine governed by devolved local government units face complex challenges. As children’s health and well-being are at intersections between health, climate, environment, agriculture, protection and other various sectors, applying multisectoral approach that transcends the health sector is crucial to reinforce streamlined and uninterrupted service delivery with quality. These challenges are exacerbated by fragile, conflict and violent settings in the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).

Through the 9th Country Programme for Children (CPC9), UNICEF Philippines is collaborating with the government of the Philippines to tackle these multifaceted challenges that local health systems are facing. Building on successful support for maternal and child health and nutrition, including system-wide support on EPI, introduction of MMS, and adoption of benefit packages for SAM treatment, UNICEF Philippines is expanding its support to augment government’s efforts on strengthening i) primary health care; ii) climate adaptation in health; and iii) accelerating maternal and child health.

This consultancy is expected to provide technical assistance to UNICEF Philippines and the Philippine Department of Health to ensure child-centered health systems strengthening is integrated into the primary health care with focus on vulnerable communities. Technical assistance is given in areas of i) strengthening primary health care in existing government mechanisms, such as PuroKalusugan and Health Care Providers Networks; ii) climate adaptation interventions in the health sectors; and iii) evidence generation that fits into the purpose of child-centered agenda. Technical assistance is also expected to support UNICEF Philippines on knowledge management and evidence-based monitoring and reporting.

To qualify as an advocate for every child you will have...

Minimum requirements: |(Qualifications/Experience/ Knowledge/Expertise/Skills)

  • Education: Masters in Pediatrics, medical science, nutrition science, public health, and/or other health science discipline
  • Work Experience:
    • Minimum 5 years of professional experience in relevant areas, for example but not limited to, public health, international health, global health, maternal and child health and nutrition, climate change in health and/or environmental health;
    • Professional experience in applying health systems strengthening in child health topics across complex context;
    • Professional experience in knowledge management and evidence generation.
    • Experience working with the Philippine DOH
  • Language Requirements: Professional command in spoken and written English
  • Knowledge/Expertise/Skills:
    • Health systems strengthening and primary health care;
    • Climate adaptation for health; IMCI
    • Public health research and evidence generation;
    • Result-Based Monitoring and reporting.
  • Desirables:
    • Demonstrated competency in project/program management;
    • Demonstrated competency in managing complex stakeholders, including governments;
    • Previous engagement with UN Agencies, donor agencies and/or other international organizations.
    • Experience working with Philippine DOH and LGUs an advantage
