The consultant will: (i) lead the development and submission of a detailed inception proposal setting out how they will deliver the outputs of the consultancy, including their understanding of the assignment, proposed methodology and workplan; (ii) facilitate the national-level programme review meeting and capture all comments, feedback and recommendations raised by FMoH, SMoH, IPs, UNICEF and WHO; (iii) support the articulation of these into the programme design, translating them into work plan activities, costed budgets and the results framework; (iv) support the development of the operational design of the programme, responding to the context of Darfur and Kordofan states in shaping the design and budget; (v) support coordination with UNICEF, FMoH and WHO throughout, ensuring the design reflects a jointly validated, cross-institutional consensus; and (vi) help ensure the programme design aligns with Universal Health Coverage (UHC) strategies and the Sudan Health Strategy for health system strengthening.
Contract duration: One month.

How can you make a difference?
Under the direct supervision of the Health & Nutrition manager (on stretch), and leading close coordination with UNICEF, the Federal Ministry of Health (FMoH) and the World Health Organization (WHO), the consultant will:
1: lead the development and submission of a detailed inception proposal setting out how they will deliver the outputs of the consultancy, including their understanding of the assignment, proposed methodology and workplan;
2: facilitate the national-level programme review meeting and capture all comments, feedback and recommendations raised by FMoH, SMoH, IPs, UNICEF and WHO in a structured, consolidated record;
3: support the articulation of the consolidated recommendations into the programme design, translating them into work plan activities across UNICEF's established component areas (primary health care service delivery, nutrition, community health systems, frontline worker support, supply chain, and accountability/safeguarding mechanisms);
4: support the costing of these activities into a detailed programme budget;
5: support the definition of the programme results framework, including indicators, targets and means of verification;
6: support the development of the programme's operational design, responding to the context of Darfur and Kordofan states;
7: support ongoing coordination with UNICEF, FMoH and WHO throughout, validating outputs iteratively rather than only at the end; and
8: help ensure the design aligns with Universal Health Coverage (UHC) strategies and the Sudan Health Strategy for health system strengthening

To qualify as an advocate for every child you will have...
Minimum Qualifications required:PhD (or equivalent advanced doctoral qualification) in public health, health systems, health policy, medicine, or a related field, with senior-level specialization in Primary Health Care (PHC) or health systems strengthening.
Years of Experience/ Knowledge/Expertise/Skills required:
Work Experience: Minimum 12–15 years of senior-level professional experience in health systems strengthening, Primary Health Care (PHC) programming, Universal Health Coverage (UHC) strategies, and donor-funded programme design (World Bank, Global Fund or comparable), including substantial experience in fragile/conflict-affected settings and in-depth understanding of the the programme's design and implementation arrangements in Sudan.
Knowledge/Expertise/Skills:
- Demonstrated experience facilitating multi-stakeholder consultations or review processes involving government, implementing partners and UN agencies.
- Senior-level technical expertise in Primary Health Care (PHC) service delivery frameworks, health system strengthening approaches, and in-depth understanding of the the programme's design, components and implementation arrangements (or comparable World Bank-financed health operations in fragile settings).Demonstrated technical expertise in Universal Health Coverage (UHC) strategies and the Sudan Health Strategy for health system strengthening.
Language Requirements:
• Excellent facilitation, analytical and report-writing skills in English.
• Working knowledge of Arabic is an asset.
Desirables:
• Prior experience with World Bank- or Global Fund-financed health programmes in Sudan or comparable settings is an asset.
• Familiarity with UNICEF's established programme component areas and the Third-Party Implementer (TPI) framework is an asset.
