AI Adoption and Engagement Consultant

1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is expanding the responsible adoption of artificial intelligence across the Bank through the MCI AI & Data Program, enterprise AI platforms, Microsoft 365 Copilot, AI-enabled business applications, citizen-development initiatives and related learning and community activities.As the portfolio of AI use cases and enabling capabilities grows, sustained user adoption requires coordinated engagement, practical learning, clear communications, active communities and systematic collection of feedback and adoption insights. ITD is therefore seeking an individual consultant to support the planning and execution of Bank-wide AI adoption and engagement activities.The Consultant will focus on adoption, engagement, communications and community operations.

2. Objectives of the Assignment

The objective of the assignment is to strengthen awareness, understanding, practical adoption and effective use of AI products and solutions across AIIB. The Consultant will plan and deliver engagement, learning, communication and community activities; support coordinated adoption across AI initiatives; collect user feedback and adoption evidence; and produce reusable materials and insights that help the Bank scale responsible AI use.

3. Scope of Services

Under the direction of the designated Bank manager, the Consultant will perform the following activities:3.1 AI Adoption Planning and CoordinationDevelop and maintain an integrated AI adoption and engagement plan aligned with priorities, product releases, platform rollouts and learning needs.Coordinate adoption activities across AI products, Microsoft 365 Copilot, AI agents, citizen-development initiatives and other approved AI capabilities.Identify target user groups, adoption barriers, learning needs and engagement opportunities, and recommend tailored interventions.Maintain an adoption calendar, activity tracker and follow-up actions, and coordinate dependencies with product, platform, communications, learning and business teams.3.2 Learning Events and Engagement ActivitiesPlan and organize AI Academy, AI Café, demonstrations, showcases, workshops, community sessions and other AI learning and engagement activities.Develop agendas, identify and coordinate speakers and facilitators, prepare session materials, manage invitations and logistics, and document outcomes and follow-up actions.Design practical and role-relevant learning experiences, including hands-on exercises, use-case demonstrations, guidance sessions and peer-learning formats.Coordinate with internal and external subject-matter experts to ensure activities are accurate, useful, engaging and aligned with AIIB requirements.3.3 Communications and Content DevelopmentDevelop clear and engaging communications that explain available AI capabilities, responsible-use expectations, business value and practical ways of working.Prepare newsletters, announcements, briefing notes, presentations, event materials, FAQs, user guides, success stories, use-case showcases and other communication assets.Maintain an editorial and communications calendar aligned with product launches, events, governance milestones and program priorities.Work with relevant Bank functions to ensure communications are consistent, appropriately reviewed and suitable for target audiences.3.4 Community and Champion Network EnablementSupport the day-to-day operation of AI communities, including AI champions, citizen developers, product users and other practitioner groups.Facilitate regular exchanges, collect topics and questions, share reusable practices and encourage peer support and cross-departmental learning.Maintain community participation records, action logs, resource libraries and communication channels, subject to the Bank’s applicable requirements.Identify active contributors, recurring needs and opportunities to strengthen community participation and sustained engagement.

3.5 User Feedback, Adoption Measurement and InsightsDesign and administer feedback mechanisms, surveys, interviews and activity evaluations to understand user experience, confidence, barriers and support needs.Collect and consolidate participation, usage and adoption data from available sources, and maintain adoption dashboards or reports where required.Analyse adoption patterns and qualitative feedback, identify improvement opportunities and provide practical recommendations to product, platform and program teams.Support the documentation and communication of adoption outcomes, lessons learned and evidence of value, without assuming ownership of product-level benefit realization.3.6 Responsible AI Awareness and User GuidanceEmbed approved Responsible AI, cybersecurity, data protection and acceptable-use guidance into learning, communications and engagement activities.Help users understand appropriate use, limitations, verification expectations, escalation routes and applicable controls for AI tools and solutions.Coordinate with relevant governance, risk, legal, cybersecurity and data functions to ensure user-facing guidance remains current and consistent.3.7 Operational Coordination and Reporting SupportPrepare concise updates on adoption activities, participation, feedback, issues and planned actions for program and management reporting.Coordinate meetings and working sessions directly related to adoption and engagement, maintain decisions and action logs, and follow up with responsible parties.Support consolidation of engagement inputs for Steering Group, QBR or other management materials.Support procurement, scheduling and vendor coordination for approved learning or engagement activities where required.3.8 Other Related AssignmentsSupport other AI adoption, learning, communications, community and user-enablement activities consistent with the objective of the consultancy and the Bank’s evolving priorities.

4. Consultancy Output / Deliverables

The Consultant’s deliverables may include, but are not limited to:• An integrated AI adoption, engagement and communications plan and calendar.• AI Academy, AI Café, workshop, showcase and community-session plans, agendas, materials and completion reports.• User communications, newsletters, announcements, presentations, FAQs, user guides, success stories and use-case showcases.• AI champion, citizen-developer or practitioner-community engagement plans and operating materials.• User feedback instruments, survey summaries, adoption analyses and recommendations.• Participation, engagement and adoption dashboards or periodic reports using available data.• Responsible AI and acceptable-use awareness materials developed in coordination with IT risk team and other functions.• Meeting records, activity trackers, action logs and coordination materials relating to adoption and engagement.• Reusable templates, playbooks and guidance for future AI adoption and engagement activities.• Periodic progress reports summarizing completed activities, deliverables, issues, risks and recommended actions.• Specific deliverables, priorities and timelines will be agreed with the Bank during the assignment based on program and operational requirements.

5. Implementation Arrangement

The consultancy will be a time-based assignment for an initial period of 220 days, with the possibility of extension subject to satisfactory performance, business requirements, and budget availability. The Consultant will be based at AIIB’s headquarters and may be required to work with stakeholders across different locations and time zones.The Consultant will report to the Lead of the AI and Platform Team in the Information Technology Department and will work closely with:* the AI Program Manager and relevant MCI AI & Data program stakeholders;* AI Product Managers, AI platform specialists, and technical delivery teams;* business owners, AI champions, citizen developers, and end users;* learning, communications, change-management, and other relevant corporate functions;* Responsible AI, cybersecurity, data, legal, and risk stakeholders; and* external speakers, learning providers, technology vendors, and implementation partners.The Consultant will provide regular progress updates and promptly escalate material adoption barriers, stakeholder issues, delivery constraints, and risks.Performance will be assessed based on:* the quality, completeness, and timeliness of assigned deliverables;* the effectiveness and relevance of adoption, engagement, and learning activities;* the quality and usability of communications and user-enablement materials;* stakeholder participation, feedback, and evidence of improved awareness and adoption;* the effectiveness of coordination and follow-up;* the quality of adoption insights and recommendations; and* collaboration, responsiveness, and compliance with the Bank’s policies and working arrangements.

6. Support to the Consultant by the Bank

AIIB will provide the Consultant with the institutional support needed to carry out the assignment effectively, including:• Access to relevant AI program information, approved tools, usage or participation data and documentation, subject to security and confidentiality requirements.• Workspace and IT resources in accordance with HQ policies, where applicable.• Introductions to key stakeholders, business units, AI champions, product and platform teams and relevant corporate functions.• Guidance on the Bank’s AI governance, communications, learning, security and operating requirements.• Timely feedback on deliverables and support in resolving issues requiring institutional coordination or decision-making.

7. Knowledge Transfer and Training

The transfer of knowledge, materials and repeatable practices to AIIB staff is an important aspect of the assignment. The Consultant will:• Work collaboratively with AIIB teams and avoid creating dependency on the Consultant for recurring adoption and engagement activities.• Produce clear, reusable templates, playbooks, event formats, communication assets and measurement approaches.• Provide walkthroughs and handover sessions for plans, materials, trackers, dashboards and community-operating practices.• Document lessons learned and recommendations that strengthen the Bank’s long-term internal adoption capability.

Qualification Requirement

Qualifications and ExperienceThe Consultant should meet the following qualification and experience requirements:• A university degree in communications, business administration, information systems, education, organizational development, technology, or another relevant discipline.• Relevant professional experience in technology adoption, stakeholder engagement, learning and development, communications, change enablement, community management, digital transformation, or related areas. The required level of experience should be sufficient to independently plan, coordinate, and deliver adoption and engagement activities in a corporate environment.• Demonstrated experience in planning and delivering workshops, learning events, engagement campaigns, communities of practice, or user-adoption initiatives.• Strong experience in developing professional communications, presentations, user guidance, learning and event materials, and executive-ready summaries.• Experience in collecting and analyzing user feedback, participation, usage, or adoption data and translating findings into practical insights and recommendations.• A good working understanding of generative AI, Microsoft 365 Copilot, AI agents, low-code tools, or other enterprise AI capabilities, together with a strong interest in responsible and effective AI adoption.• Strong organizational, facilitation, stakeholder coordination, and written and verbal communication skills, with the ability to manage multiple activities and deadlines effectively.• Excellent written and spoken English.Desirable QualificationsThe following qualifications and experience would be an advantage:• Experience supporting enterprise-wide AI, digital transformation, innovation, change, or technology-adoption programs.• Experience with Microsoft 365, Copilot, Power Platform, collaboration tools, learning platforms, survey and analytics tools, or communication and content-design tools.• Experience creating multimedia, visual, or digital content for internal communications, engagement, and learning.• Experience working in international financial institutions, multilateral development banks, financial services, or other large, complex, and regulated organizations.CompetenciesThe Consultant should demonstrate:• a user-centered, practical, and inclusive approach to technology adoption and engagement;• the ability to translate technical concepts into clear, relevant, and engaging messages for different audiences;• strong planning and execution discipline, creativity, and attention to detail;• the ability to work independently while collaborating effectively across functions, cultures, and levels of seniority; and• professional integrity, sound judgment, responsiveness, and a commitment to collaboration and knowledge sharing.
