Oky is an open-source mobile menstruation education and period tracking application co-created by UNICEF with and for adolescent girls in low- and middle-income countries. The platform delivers safe, evidence based, and girl centered digital support to address stigma, misinformation, and limited access to quality information on menstruation and adolescent health, while contributing to closing the gender digital divide. Oky is designed to reflect girls’ digital realities, including constraints related to connectivity, device access, literacy, safeguarding, privacy, and data protection. The solution is now scaling globally through a growing network of localized country deployments alongside a maintained global version. As Oky deployments expand, there is a growing need for structured monitoring, evaluation and learning (MEL) systems, MEL advisory to Oky country deployment teams, guidance on research and evaluation design, facilitation of evaluation exercises, capturing lessons learned to inform cross-country and cross-regional learning, and strengthening the overall evidence base on Oky’s effectiveness, reach, and impact pathways, including the updating the Theory of Change (ToC), including indicators and data collection methods online and offline.

How can you make a difference? 

 MEL Systems and Frameworks The consultant will design, refine, and maintain digital and offline MEL systems, tools, and frameworks to support effective monitoring of Oky deployments across countries and delivery platforms. This includes upgrading the Oky Theory of Change and indicators as required and developing context-specific MEL plans for new and existing deployments.

Data Collection, Analysis, and Reporting The consultant will support the design and implementation of data collection processes and conduct quantitative and qualitative analysis to assess performance and outcomes. This includes supporting the development and maintenance of dashboards and providing technical inputs to internal and donor reporting.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Master's degree, A University degree in one of the following fields: social sciences, development, education, economics, gender, psychology, engineering, computer science, design, or another relevant field to UNICEF’s ICT and innovation work.
  • Work Experience and Skills required:

• At least 12 years of experience in managing MEL for digital products and adapting traditional MEL approaches to suit digital products within and/or in support of an international organization.

• Expertise in MEL and/or research, ToC and/or M&E framework development. And/or evaluation in technology enabled programming for women and girls in low-and-middle income countries.

• Experience in guiding and training M&E staff or partners to deliver high-quality MEL approaches and evidence.

• Familiarity with digital programme solutions like Oky and related MEL requirements; previous experience with Oky MEL an asset.

• Experience in lean data approaches.

• Experience in using backend analytics (on a CMS, Firebase or Google Analytics) and technology for data collection.

• Proven skills in communication, networking, strategic thinking, advocacy, negotiation, donor report development, and ability to relate this to digital innovation and young people.

• Proven ability to conceptualise, plan and execute ideas.

  • Language Requirements: Fluency in written and spoken English
