Internal Control Consultant
1. Project Background
The primary responsibility for the ICFR Consultant under the Office of Controller, is to work perform a wide range of duties related to the establishment, maintenance and testing of internal control in support of financial reporting as well as sustainability reporting at Asian Infrastructure Investment Bank (AIIB).
2. Objectives of the Assignment
The main objective of the assignment is to assist the Controllerâs team in performing the internal control testing over the financial reporting as well as the internal control over sustainability reporting.
3. Scope of Services
The tasks include but not limited to (1) working with process and control owners to ensure the key controls are kept current, (2) providing guidance to process/control owners on adequacy of controls, (3) planning and conducting periodic control testing, (4) reporting on results of such tests, (5) promoting a culture of risk ownership and control awareness and (6) working on the Internal Control over Sustainability Reporting, including developing ICSR framework, producing internal control matrix and conducting limited assurance readiness check.

4. Consultancy Output / Deliverables
Specific responsibilities include, but are not limited to:⢠Assist in administrating the internal financial control framework and procedures to help ensure the effectiveness of internal controls over financial reporting⢠Assist in implementing relevant directives, guidelines and procedural documents pertaining to internal control and managing any reviews and updates⢠Assist in maintaining the Risk and Control Matrix library⢠Assist in ensure the adequacy of key control design effectiveness including IT control and security area⢠Assist in ensuring key controls are tested as schedule⢠Assist reports on testing results to the Executive Committee and the Audit and Risk Committee⢠Participate in the test and implementation of ICFR Sandbox and Governance, Risk and Compliance system⢠Assist in developing ICSR framework, producing internal control matrix and conducting limited assurance readiness check for ICSR⢠Engage in other duties assigned by senior staff of Office of the Controller

5. Implementation Arrangement
Preference is for the Consultant to work from AIIB's headquarters in Beijing, but remote work will be considered.

6. Support to the Consultant by the Bank
All IT and other tools necessary to perform the role will be provided. Payment of travel / living stipend while in Beijing (if needed) is by the following: airfare is to be paid directly by AIIB; ground transportation will be reimbursed per AIIB allowance rates; meals and accommodation will be paid out as a lump sum to be determined at the time of contracting. Lump sum amounts are to be pro-rated per calendar days of the month while onsite.

Knowledge transfer will be expected at time of delivery of the outputs.
Qualification Requirement
⢠Minimum 2 years of relevant experience with a multilateral development bank and/or large-scale financial institution⢠Strategic problem solver with solid understanding of internal control over financial reporting.⢠Well-versed in the COSO and ICFR framework⢠Familiarity with ICSR framework would be an advantage⢠Ability to multitask and manage competing deadlines⢠Fluency in oral and written English⢠Team player with strong communication skills⢠Ability to adhere to strict deadlines⢠Degree or equivalent in accounting and/or finance; a Chartered Accountant (CA) or Certified Public Accountant (CPA) designation from a reputable and internationally recognized institution would be an advantage
