Scope of Work:
The Ministry of Health (MoH), through the Expanded Programme on Immunisation (EPI), has implemented the Open
Logistics Management Information System (OpenLMIS) with support from UNICEF and Gavi to strengthen vaccine logistics,
cold chain management, and immunization supply chain information management in Zambia.
Following completion of the initial system development phase, OpenLMIS is operational but requires further system
enhancement, integration with national digital health platforms, optimization, deployment to health facility level,
production support, and technical capacity strengthening to ensure sustainability and maximize its contribution to
immunization programme performance.
The consultant shall provide continued technical, functional, operational, and capacity-building support for OpenLMIS.
The assignment will cover completion of outstanding development activities, enhancement of core system functionality,
integration with approved national digital health platforms, production support, mobile application improvements,
reporting and analytics, cold chain equipment management, system security, quality assurance, documentation, and
knowledge transfer.
The Consultant shall deliver the activities in close consultation with the Ministry of Health (MoH) and UNICEF and in
accordance with approved technical standards, operational priorities, change-control procedures, and release-governance
requirements.

To qualify as an advocate for every child you will have... 

       QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT  

 Education:

  • BA in Computer Science, Software Engineering, Information Systems, Information Technology, Health Informatics, Digital Health, ICT.

 Work Experience:

  • A minimum of 5 years of experience in software engineering, health information systems, or logistics management information systems.
  • Extensive experience with OpenLMIS or similar logistics management information systems.
  • Strong expertise in Java, Spring Boot, PostgreSQL, REST APIs, and backend application development.
  • Proven experience in health systems interoperability and API integration.
  • Experience integrating systems with DHIS2 and other digital health platforms.
  • Experience in production support, troubleshooting, and incident management.
  • Experience in Android or cross-platform mobile application development.

Language Requirements:

  • Fluency in English; knowledge of another UN language is an asset

 

Knowledge/Expertise/Skills:

  • Strong analytical and problem-solving skills.
  • Excellent communication, documentation, and report writing skills.
  • Experience working with Zambia Ministries of Health and development partners.
  • Ability to work independently and manage multiple priorities under tight timelines.
