POSITION OBJECTIVE:

Support the Country and Project Management in the fulfillment of its strategic and operational goals, co-leading and coordinating the structuring of financing, projects and initiatives that promote the participation of the private sector, including, among others, Public-Private Partnership (PPP) schemes that are carried out in the different member countries.

GENERAL REQUIREMENT: To reside in Honduras.

Bachelor's or Equivalent with a Master's degree or equivalent or a Bachelor's degree or Equivalent with at least two years of additional experience to that required by the position.

EXPERIENCE REQUIRED BY THE JOB:

  • Proven track record in positions of responsibility investment banking, banks, consultants or sponsors of PPP projects in the market.                                   
  • Experience in leadership or coordination of consultants and multidisciplinary teams for the execution of highly complex tasks and operations, ensuring quality standards and compliance with deadlines.                           
  • Comprehensive mastery of the project finance cycle, with experience from structuring to financial closing of operations. Solid competencies in financial modeling.                           
  • Experience in advising governments or the private sector in PPP structuring and development processes.
  • Practical experience in the design and implementation of PPP strategies, policies and/or projects.   
  • Knowledge and experience in legal, policy and institutional frameworks applicable to PPPs and other forms of private participation in infrastructure, as well as in fiscal risk management in multi-jurisdictional contexts.

FUNCTIONS:                  

  • Support the Department of Private Sector and Financial Institutions in the fulfillment of its strategic and operational goals, through the coordination and structuring of financing, projects and initiatives that promote the participation of the private sector, including, among others, Public-Private Partnership (PPP) schemes.                                                   
  • Promote the structuring of projects under CABEI's Public-Private Partnerships (PPPs) modality, as well as other strategic initiatives that promote the participation of the private sector.                                                           
  • Promote that projects and initiatives incorporate adequate financial components and that risks are identified, quantified and assigned in accordance with applicable methodologies, in order to contribute to adequate fiscal risk management, feasible competitive processes and bankable structures.                                                        
  • Provide support and advice to member countries, as well as public and private sector actors, in the different stages of the life cycle of strategic projects and initiatives, including the preparation of investment proposals, feasibility studies, financial structuring, preparation of bidding documents, competitive processes, negotiation, awarding and contract management, when appropriate.       
  • Lead the identification, hiring and coordination of transaction advisors and specialized consultants for PPP projects and other strategic initiatives, ensuring the quality of their deliverables                                                           
  • Contribute to the development and application of standard methodologies for the preparation, structuring, competitive bidding, negotiation and contractual management of PPP projects and other initiatives that are usable and scalable by member countries.
  • Manage relations with stakeholders of PPP projects and other strategic initiatives, ensuring that CABEI's program is adequately coordinated, positioned and has high-level institutional representation.                                

                         

REQUIRED KNOWLEDGE:

  • Knowledge in banking and financial services.                                              
  • Knowledge of the methodologies associated with PPP projects (such as PPP feasibility studies, PPP tender documents, negotiation guidelines and PPP contract management).                                           
  • Knowledge of financial programs and products aimed at the private sector.                                    
  • General knowledge of the financial and economic environment of the region.                                      
  • Knowledge of new trends in financing for development.
