How can you make a difference?  

UNICEF Uganda is implementing a Community Health Workforce Programme (CHWP) funded by Mastercard Foundation (9.9m USD) and also implemented across another 12 countries in Africa whose ultimate goal is contribute to the Africa CDC goal of deploying and retaining 2 million Community Health workers across Africa by 2030.The three pillars of the CHWP include; -
• Employment and upskilling
• Community Health systems eco strengthening
• Improving Health Livelihoods for CHWs.
It is aimed at strengthening community health systems through recruitment, training, deployment, supervision, and digital enablement of Community Health Workers including Village Health Teams (VHTs) and Community Health Extension Workers (CHEWs).The programme is expected to contribute to improved access to quality community health services through strengthened capacity of community health workers, improved supervision systems, expanded use of digital health solutions such as eCHIS, and enhanced coordination between national and district-level structures.
The consultant will provide strategic and operational oversight of programme implementation, ensuring timely delivery of outputs, adherence to approved workplans and budgets, quality implementation of training and deployment activities, effective coordination with the Ministry of Health and district local governments, and achievement of all programme targets. The consultant will provide technical support to the designated focal point staff member in implementation monitoring and coordination between UNICEF, the implementing institution, the Ministry of Health, district structures, and other relevant stakeholders.

       QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL) / LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT  

 

Education:

  • MA in Public Health, Community Health, Health Systems Management, Monitoring and Evaluation, or related fields

 

Work Experience:

  • At least 10 years of relevant professional experience in public health and community programme implementation

 

Knowledge/Expertise/Skills:

  • Demonstrated experience managing large-scale community health programmes.
  • Proven experience working with Ministry of Health structures and district local governments.
  • Strong experience in programme monitoring, evaluation and quality assurance.
  • Experience with digital health systems including DHIS2 and eCHIS.
  • Experience supporting community health workforce strengthening initiatives.

Desirables:

  • Monitoring and Evaluation skills
  • Excellent report writing and analytical skills.
  • Demonstrated stakeholder engagement and coordination experience
