How can you make a difference?

The ACO having a mixed portfolio of humanitarian cash transfer (HCT) activities, and cash transfers to facilitate service delivery in priority sectors, the Programme Officer (Cash Based Programming) is responsible to support the PMU with operationalizing an agile and risk managed project implementation strategy for cash transfer activities; supporting the project implementation cycle ensuring application of the respective operational and compliance policies and procedures. As part of the overall management approach, the Programme Officer is required to maintain a close partnership and dialogue with the relevant ACO Programme Sections and Operations Teams. The Programme Officer is also required to support undertaking priority research/data analysis that helps enhance project management systems and contribute through technical and operational guidance to team members to ensure timely, risk-informed, and coordinated implementation of cash-based activities, and work collaboratively with all stakeholders.

Under the strategic direction of the Chief-PMU, overall oversight of the Programme Specialist (Cash Based Programming), and the direct supervision of the Programme Officer (Cash - NOB), the Programme Officer will be based in Kabul and undertake the below mentioned tasks as support functions that contribute to the overall project management cycle for humanitarian cash transfer and cash incentives payment projects. Work will be undertaken in coordination with the respective Programme Sections, Operations Teams and other Teams in the PMU.

To qualify as an advocate for every child you will have… 

Minimum Requirements:

  • Education: A Bachelor or equivalent (First Level University Degree) in one of the following fields in required: Social Science, International Studies, Public Administration, International Relations, Government, Public Policy, Social Policy, Social Development, Community Development or another relevant technical field.
  • Work Experience: At least 1 year of relevant work experience in programme/project management, with a primary focus on managing large-scale cash transfer projects or programmes is required. Experience in emergency contexts is required.  
  • Skills: Experience in project financial management, including through use of management systems/enterprise resource planning systems for project management (for example UNICEF’s ERP-VISION/FIORI/SAP) is required. 
  • Knowledge of global human rights issues, specifically relating to children and women, and the current UNCEF position and approaches.
  • Language Requirements: Fluency in English as a working language, and/or Dari or Pashtu is required.

Desirables:

  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
  • Experience in establishing non-traditional or innovative payment systems for beneficiaries, managing implementing partnerships and/or service providers for project implementation is an asset. Experience with NGOs and/or the UN desirable.
  • Experience with contract management, managing monitoring or evaluative activities (i.e. post-distribution monitoring) for cash transfer projects is highly desirable.
  • Previous experience in managing financial, operations and programmatic risks in project implementation is an asset
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
