For every child, the right to Hope

How can you make a difference?

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes, advocacy and operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential without discrimination, bias or favoritism.

The Central African Republic faces compounding climate, fragility and service-delivery risks. Floods, heat and episodic droughts damage or disrupt WASH services and increase risks of waterborne disease, particularly in underserved and climate-exposed areas. The Green Climate Fund (GCF)-funded CRDM-CAR project aims to increase the climate resilience of WASH services and vulnerable populations by reducing flood- and drought-related service disruptions, disease risks, and asset and livelihood losses in Bangui, Ouham, Bamingui-Bangoran and Vakaga.

The Monitoring, Learning and Reporting / M&E Officer reports to the WASH Climate Specialist, P3, who serves as the CRDM-CAR Project Lead under the overall guidance of the Chief WASH-Climate, P4. The P2 Evaluation Officer provides professional support to project-level information and data collection, indicator tracking, statistics and data analysis, monitoring, evaluation, reporting, learning, communication and partnership. The position supports the P3 Project Lead to implement the CRDM-CAR M&E Plan, maintain data quality and evidence systems, prepare timely reports to UNICEF, GCF and government counterparts, and strengthen the capacity of national and sub-national partners to collect, verify and use data for adaptive management and learning.

Key functions, accountabilities and related duties/tasks:

Within delegated authority and under the supervision of the WASH Climate Specialist, P3 / CRDM-CAR Project Lead, the incumbent will be assigned primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results:

  1. An integrated CRDM-CAR MERL system is in place and provides the P3 Project Lead and WASH Section with a realistic, prioritized and strategic basis for monitoring, reporting, verification, evaluation and learning.
  2. Timely monitoring and measurement of project progress and contextual changes are conducted with relevant partners and used by UNICEF, government counterparts and the P3 Project Lead for planning, adaptation and reporting.
  3. Project performance is systematically monitored; key indicators are collected, analyzed and made available to the P3 Project Lead, Chief WASH-Climate, Project Steering Committee and GCF reporting processes. GCF CAR project data are correctly integrated into CSI, RAM and CER reporting, ensuring that CRDM-CAR contributions are reflected in the WASH Section overall results.
  4. Evaluations, sustainability/resilience checks and learning processes are supported with quality data, useful evidence and clear follow-up of recommendations.
  5. Monitoring and reporting capacities of UNICEF staff, government counterparts, implementing partners and contractors are strengthened, enabling them to increasingly contribute to project and sector monitoring.
  6. Communication, partnerships and learning around CRDM-CAR results are strengthened, supporting accountability, sector learning and replication of climate-resilient WASH models.
