Early Childhood Development and Education (ECD/E) and Inclusive Education (IE) are central to UNICEF China’s education initiatives. UNICEF partners with the Ministry of Education to foster an inclusive education system that benefits not only children with disabilities but all children. This goal will be achieved primarily through strengthened pre-service and in-service teacher training systems. Strengthening institutional capacities at national and provincial levels to support four provinces in scaling up and sustaining project interventions is a key strategy for achieving the objectives of the inclusive education programme in 2026–2027. UNICEF sections will jointly pilot multi-sectoral coordination to address the needs of young children with disabilities through early detection, early intervention, and inclusive ECD/E services. UNICEF will also document lessons learned from pilot models and test innovative teacher training strategies aimed at enhancing the quality of ECD/E for disadvantaged children, particularly children in rural areas, children left behind, ethnic minority children, and migrant children. These efforts are designed to inform national government ECD/E training programmes and policies.
