Objective of the Programme
The Urban Market Development programme, Dar es Salaam is aimed at increasing economic opportunities for poor Tanzanians in Dar es Salaam and specifically youth and women. The programme will work across a range of value chains, including, but not limited to pre-primary education, construction, solid waste management, water and sanitation, ICT and tourism. The programme will be implemented over six years (2016-2022) with the first year to include the business case development and a 6 month inception phase.
Scope of Work
We are seeking applications from experienced Team Leader candidates for the programme who will be responsible for the overall programme management as well as providing strategic and technical inputs to ensure that the programme meets its objectives. DAI is looking for candidates who are able to build effective relationships with a ride range of stakeholders including private sector partners, government representatives and local experts and who can build a solid reputation for the programme across Tanzania. They should be an experienced market systems development specialist preferably with experience across a range of urban value-chains.
Duties and Responsibilities:
- Provide strategic and technical oversight for the programme for each of the three phases (business case development, inception and implementation)
- Oversee all technical aspects of the project and lead on the analysis, selection and intervention portfolio development
- Responsible for the implementation of the intervention portfolio, supporting with key decision making activities to ensure adaptive programme management
- Serve as principal liaison with DFID and key community stakeholders on programme communications and technical implementation activities
- Develop and manage relationships with key actors including government, private sector, and CSOs
- Management and oversight of project finances
- Management of staff, as well as recruitment
- Oversee contractual and financial matters with donors and key partners, and play a key role in the preparation of budget
- Regular drafting and compilation of monthly, quarterly and annual reports
- Oversee the development and implementation of the M&E framework
- Provide timely and accurate reporting to DFID
- Coordinate programme activities with other donors
- Ensure good, frequent, and direct communications with the Head Office
Requirements:
- A minimum of 10 years’ of professional experience managing large scale, complex international development projects
- Experience in managing large market systems development programmes in East Africa and specifically working in urban value-chains
- Experience working on programmes with a youth and gender focus
- Strong experience and understanding of the cultural, social, political and economic context of Tanzania and East Africa region
- Understanding of the importance of applying value for money throughout the project
- Demonstrated leadership, team building and people skills
- Fluency in English essential and Swahili is desirable
- Experience working with DFID highly preferred
- Willingness and ability to travel frequently between all countries in the region
