Purpose of the Assignment

In coordination with MGCAS, through the National Directorate of Children, document the process of set up and roll out of the community based case management system with the use of government defined tools, and results of its implementation by Community Committees, as an informal part of the social welfare system.

Assignment Tasks

 

The main activities and tasks under this consultancy can be grouped as follows:

 

  1. Review of programme documentation.
  • Complete intervention documentation review, including relevant contracts, progress reports, etc. The documentation will be provided by the Child protection section as well as FDC, in hard and, where possible, in soft copies. These include but are not limited to:
    • CCPC assessment and analysis document
    • CCM training manuals and guidelines
    • FDC progress and final PCA reports
    • CCM concept note
    •  
  1. Design and validate the methodology and community selection criteria, including all assessment tools.
  2. Analysis of the information system defined in the programme (or related to the programme) and determination the information needs.
  • Availability, relevance and quality of data, (information system, monitoring system) – from the DPGCAS and FDC reports.
  • Capacity of systems and staff to deliver what is needed
  • Examine implementation relative to plans
  1. Interview of the main stakeholders. In order to complement the documentary analysis and clarify stakeholders' intentions and expectations, the consultant is expected to conduct few key interviews e.g. key managers, policy makers and representatives of the assumed beneficiaries and programme managers, specifically :
  • DPGCAS directors and DAS responsible in Maputo, Inhambane, Gaza, Tete and Zambézia;
  • FDC programme director and Project Manager
  • MGCAS DNAC Directors and former Child department chief)
  • Identify their understandings of program purpose, design and implementation, including areas of agreement and disagreement
  • Clarify and fill in gaps found in document review

 

  • Develop conclusions and make recommendations on:

 

  • Sustainability of the case management approach through the use of community committees;
  • Areas in which the CCs need more investment in order to become more effective;
  • Human resources and capacity building needed for the social welfare to monitor and implement the system;
  • How to ensure the existing monitoring tools can be made more effective and relevant throughout the system.

 

The work will be carried out over a period of 3 months, in 3 selected provinces.

The assignment will be divided in distinct phases, namely: (i) Literature and data review and analysis; (ii) definition and validation of methodology, as well as the assessment tools; (iii) field visits for collection of information and (iii) writing of first draft; (iv) dissemination and feedback and validation from participating actors and MGCAS technical working group; (v) writing of final version with feedback from actors incorporated.

The editing and layout of the document will be at responsibility of UNICEF, in coordination with the MGCAS.

Expected Deliverables

  • Review available documents and data of the implementation of CCM system;
  • Field visits to communities to conduct key informant interviews with Community Committees, Social Action at Central, Provincial and district level, as well as beneficiaries;
  • Write the preliminary report in a format for dissemination
  • Dissemination of first draft and collection of feedback from all intervenient and the OVC Technical Working Group
  • Present the document on a validation workshop and incorporate final comments
  • Write final draft based on feedback

 

 

Education

University Degree in Social Sciences, Community Development or related fields

Years of relevant experience

At least six years professional experience, with previous experience of leading a documentation process (writing samples to be provided)

Competencies of Successful Candidate

Ability to co-ordinate a team and take decisions in an independent manner
