Under the direct supervision of the Head of Social Inclusion and Policy, the incumbent is accountable for Syria crises programme management, implementation and administration of UNICEF cash transfer programmes for children focusing on developing linkages between cash transfer programmes (Syrians and Jordanians) and education, child protection, health and integrated package of social care services in partnership with National Aid Fund, Ministry of Social Development, Zakat Fund, Ministry of Education, inter-agency organizations.

Purpose of the Position

Key Expected Results
- Maintain UNICEF child cash grant programme operational management and develop effective strategies, work plans and implementation on track.
Effective systems developed on targeting, registration, payment process and complaint/grievance for UNICEF child cash grant programme and effective knowledge management and systems strengthening.
Comprehensive package of enabling services available through referral pathways, case management, and inter-sectoral linkages with education, child protection, and health for UNICEF child cash grant programme beneficiaries.
- Support in the development of education-focused cash transfer programme on improving school enrolment, retention and mitigating negative coping mechanisms directly impacting children's wellbeing
Cash transfer programme related situation analysis prepared/updated, critical programme interventions identified, and programme work plans/recommendations prepared and incorporated. Programme reports prepared as required and funds optimally used.
Support in the cash transfer programme monitoring and evaluation to improve programme performance, and programme status report timely prepared. Gender/sex disaggregated data and inputs relevant to country programme provided as integral part of programming.
Effective partnership and collaboration achieved and maintained for cash transfer advocacy, technical cooperation, programme development, information sharing and networking.
Rights based and results based programming approach fully incorporated into all phases of cash transfer programme and projects processes.
Rights Perspective and Advocacy at the National, Community and Family Levels
Partnership, Coordination and Collaboration for cash transfer programme
Key Accountabilities and Duties & Tasks:
1. Cash transfer programme development and management
- Programme management and implementation of UNICEF child cash grant programme; develops, review and maintain annual work plans with time frames and deadlines for key activities; carry out continuous improvement of the technical design of the child cash grant programme, based on its changing and emerging needs; ensure standard operating procedures developed and implemented.
- Conduct regular operational analysis of the programme, identify areas of poor performance, bottlenecks, and identify solutions such as design improvements, additional trainings and technical support.
- Prepares relevant programme reports required for management, donors, budget reviews, programme analysis, annual reports, etc.
2. Cross-sectoral linkages and development of MIS
- Develop comprehensive package of enabling services for child cash grant programme beneficiaries available through referral pathways, case management, and inter-sectoral linkages with education, child protection, Makani programme and health and manage development of UNICEF Management Information System for cash transfer programme (actual development process of MIS to be outsourced).
3. Education-focused cash transfer programme
- Support in the development of education-focused cash transfer programme including on targeting, registration, payment and complaints/grievance system in order to improve school enrolment, retention and mitigating negative coping mechanisms directly impacting children's wellbeing
4. Knowledge Management for cash transfer programmes
- Ensure cash transfer programmes are supported by knowledge management through data collection and analysis, complete and accurate reporting as well as participation in the system of lessons learned; lead on the development of Management Information System for cash transfer programme; participate in information exchange through donor and media visits as well as in the development of training and orientation material.
5. Optimum Use Of Program Funds for cash transfer programme
- Establish and supervise programme work plans and monitor progress and compliance. Monitor the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Take appropriate actions to optimize use of programme funds. Ensure programme efficiency and delivery through a rigorous and transparent approach to programme planning, monitoring and evaluation.
6. Programme Monitoring and Evaluations
- Works closely with monitoring and evaluation system for cash transfer programme and implement recommendations to improve the efficiency and quality of the programme; undertakes field visits to monitor and assess programme implementation and decides on required corrective action; participate in annual sector review meetings and organize review meetings with partners and counterparts; ensure the timely preparation of annual program status reports.
7. Rights-Based and Results-Based Programme Management Approach
- Adopt rights-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks. Formulate consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design.
- Prepare and submit viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives.
8. National and Local Capacity Building/Sustainability for cash transfer programmes
- Provide government authorities with technical support and guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability; ensure the building and reinforcing of the commitment and institutional capacities of the national and local partners starting with taking a strategic approach to the identification of these partners and partnerships.
9. Rights Perspective and Advocacy at the National, Community and Family Levels
- Conduct policy analysis from a children's and women's rights perspective and advocacy at the government, community and family levels for elevating credibility in national and international policy debates. Promote the organization goals of UNICEF through active advocacy and communication.
10. Partnership, Coordination and Collaboration for cash transfer programme
- Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies.
- Collaborate with the Operations Section to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.
Qualifications of Successful Candidate:
Education:
Advanced university degree in economics, social policy, social protection, public policy, or other relevant disciplines.
Experience:
- Five years of relevant professional work experience – in particular of designing, implementing and management of social transfers or cash transfer programmes.
- Strong knowledge of social protection policy debates and evidence is required.
- Previous research experience on poverty and/or development with expertise on qualitative or quantitative data analysis.
- Key expertise in data and information management
- Ability to work independently and respond to feedback in a timely and professional manner.
- Developing country work experience.
- Background/familiarity with Emergency.
Language Requirements:
Fluency in English. Fluency in Arabic is asset.
