3. External female candidates.

Context:

Under the direct supervision of the Chief of Mission (CoM) in Kabul, Afghanistan, and in close coordination with relevant units at Headquarters (HQs) and the Regional Office (RO) in Bangkok, the successful candidate will be accountable and responsible for the overall management and implementation of the Information Management components of the projects in IOM Afghanistan and the mission’s Information Management Systems.

Core Functions / Responsibilities:

1. Plan, design and implement mission’s Information management systems and reporting tools. 2. Lead the development and enhancement of the integrated methodology for data collection and information packaging as required and needed by programmes.

3. Ensure successful development of strategic frameworks and programme work plans and Page 1 / 4establish monitoring tools and regular reporting.

4. Responsible for writing project proposal documents for Information Management component for the whole mission.

5. Identify best practices and formulate lessons learnt at the project level to feed into the formulation of new projects and as inputs into IOM’s strategies.

6. In coordination with the Senior Programme Officer and Senior Resource Management Officer ensure timely submission of reporting on IM projects, including ad hoc, monthly, interim, quarterly, annual, and end-of-project reports.

7. Develop and operationalize a standardized Information Management capacity building plan and methodologies along with tools for delivering training and impact assessment for government counterparts.

8. Lead an inter-agency (IOM/UN/Afghanistan Resilience Consortium) working group in the development of National Disaster Management Information System (NDMIS) for the Government of the Islamic Republic of Afghanistan (GIRoA).

9. Develop communication protocols and establish a regular reporting mechanism for all NDMIS project stakeholders.

10. Responsible for the effective implementation of the IM technical components of Afghanistan Passport Issuing System consolidation project.

11. Develop Displacement Tracking projects applicable to the Afghan situation in coordination with government and international community partners; manage regular monitoring as per agreed timelines; prepare project status and progress reports.

12. Support the implementation of the Multi-Sector Rapid Assessment and data interchange between stakeholders.

13. Develop and maintain strategic working relationship with the ministries and international agencies involved in migration information management.

15. Supervise the IM Staff and provide technical assistance to the IT staff in IOM Afghanistan to ensure proper implementation of ITC polices and standards.

16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Sciences, System Engineering, Business Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience. Experience

• Experience in emergency response, data management or information management, crisis, post conflict and other displacement situations;

Page 2 / 4• Good understanding of IOM’s data protection guidelines; • Good working knowledge of Project Management and Project Development; • Experience in liaising with Government, UN agencies, NGOs and implementing partners is an asset;

• Working experience in Afghanistan or in the region is an advantage. Languages

Fluency in English is required. Working knowledge of Farsi and/or Dari is an advantage. Desirable Competencies:
