Context:

The portfolio of the IOM Mission in Ethiopia is growing in size and complexity and a new Programme Support Unit (PSU) is being established to guarantee quality control, homogeneity and synergy in the work of the various Units (Migration Health, Operations, Emergency and Post

Crises, Migration Management). The PSU will focus on the following activities: Project Development, Project Monitoring and Evaluation, Project Reporting, Donor and Partner Liaison. It will be comprised by three National Officers and one JPO. The successful candidate will be managing the Programme Support Unit under the direct supervision of the Head of Programmes, S/he will also be directly responsible for coordinating activities under UN Delivering as one and for information sharing both at the central level and at the sub office level. Core Functions / Responsibilities:

1. Analyze development assistance policies, trends, priorities; prepare donor profiles, in coordination with Donor Relations Division in Headquarters (HQs) and draft donor briefing notes.

2. Prepare, coordinate, and submit funding proposals taking into account national and donor priorities, United Nations Development Assistance Framework (UNDAF), and IOM’s country, Page 1 / 3regional and global strategic priorities and objectives.

3. Represent IOM in inter-agency fora, including but not limited to the UNDAF working groups, Sustainable Development Goals (SDG) working group and others.

4. Prepare and ensure timely and quality preparation and submission of all project reports, in close coordination with operational units according to requirements of IOM, donors and relevant stakeholders.

5. Support the monitoring of progress against strategic objectives, project and programme benchmarks and UNDAF results. Oversee the establishment of a common M&E framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E staff and project managers.

6. Develop and maintain relations with governmental authorities, diplomatic missions, UN agencies, donors and other relevant stakeholders.

7. Review and edit reports and documents prepared by various Mission units for internal and external distribution.

8. Coordinate internally with all units and sub-offices in response to request for information from HQs, Regional Office (RO), donors, partners, and any other relevant stakeholders. 9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in project development, reporting, public information and M&E. • Familiar with IOM project cycle and processes in place.

• Experience working on UNDAF.

• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.

• Sound and proven understanding of internal and international migration issues in the Continent.

• Knowledge of Ethiopia is an advantage.

Languages

Fluency in English is required.
