BACKGROUND OF THE ASSIGNMENT:

During emergencies, children face several risks including risks to their physical safety and psychosocial wellbeing, abduction or disappearance, forced displacement, separation of families, recruitment by armed groups or forces, gender based violence (GBV) or sexual exploitation. Recruitment and use of children violates their rights and causes them physical, developmental, emotional, mental, and spiritual harm. At a most basic level, children are at risk of death and injury. Children are separated from their families, and lose opportunities for education. Children who return may also face a number of challenges - to face an uncertain future and a further fight for acceptance from their family and community

A number of communities and authorities as well in Libya are now becoming aware of the consequences and impact of conflict on children and in particular the children's involvement in armed groups, which not only violates children's rights but causes physical, developmental, emotional, mental, and spiritual harm. Children affected by armed conflict or associated with armed group are displaying behavioural changes – including violent behaviour (in the home, school and community), lack of respect for elders, engagement in risky behaviour including criminal activity and substance/drug abuse, etc. – which are an increasing concern for their parents, families and communities. This situation is exacerbated by broader issues and risks of adolescent engagement in risky behaviour, including substance abuse. This has resulted in a situation where children and youth formerly associated with armed groups are increasingly perceived as a threat to themselves and others.

 

Within this broader contextual framework, UNICEF engagement with the authorities in Libya is ongoing. The need and demand for UNICEF support in capacity building in this area protection of children affected by armed conflict and children associated with armed groups ( Reporting, monitoring and community based responses) for Libyan professional in the coming months is expected to increase.

OBJECTIVES OF THE ASSIGNMENT:

The consultant will support the Libya Country Office with specific activities related to the capacity building of the stakeholders in are of protection of children affected by armed conflict and children associated with armed groups. The specific objective of the assignment are:

  • Building the capacity of key stakeholders on monitoring, reporting and compliance mechanisms to systematically gather objective, specific and reliable information on grave child rights violations in situations of armed conflict, leading to well-informed, concerted and effective response to ensure compliance with international and local children and armed conflict norms.
  • Orienting armed groups commanders on their obligations under international law related to the recruitment and use of children in armed conflict.
  • Organizing a study tour to Tunisia for Libyan professionals working in the FCPU and some key staff from the Ministry of Justice to be exposed to the Tunisian experience in juvenile justice.
  • In consultation with UNICEF team, the consultant will develop the training materials, prepare and print the handouts for the participants, design and print the workshop exercises and evaluation forms.
  • Overall facilitation of the workshops, including inputs from workshop guest speakers.
  • Responsible for tracking participants' attendance throughout the workshops.
  • Preparing the workshops' final report and recommendations in English and Arabic.
  • Arrange with the communication specialist all visibility related issues.

MAIN RESPONSIBILOITIES AND TASKS:

  1. In consultation with UNICEF, the consultant will develop all the necessary training materials for two 5 day workshops on monitoring and reporting mechanism (MR) for 40 participants (in each training). This includes preparing the training agenda, content and preparation of all the required material, including preparation of handouts and evaluation forms.
  2. The consultant will facilitate two MRM workshops for 80 participants and submit to UNICEF (within a week after the end of each training) two final reports with summary of the training and recommendations, one for each MRM training.
  3. In consultation with UNICEF, the consultant will develop two 5-day orientation training for commanders of armed groups in Libya on international law obligations related to the recruitment and use of children in armed conflicts for 20 people each. This includes training agenda, content and preparation of all the required material such as handouts or evaluation forms.
  4. The consultant will facilitate two orientation workshops for 40 commanders, and will submit to UNICEF (within a week after the end of each training) two final reports, one for each orientation training.
  5. In consultation with UNICEF, the consultant will develop a 2-day training on justice for children. This includes training agenda, content and preparation of all the required material, including development of handouts and evaluation forms.
  6. The consultant will facilitate 2-day training on justice for children for 10 staff from the Ministry of Justice (Libya). The consultant will furthermore liaise with the Ministry of Justice in Tunisia to ensure that the selected staff have a successful visit to 'justice for children' projects in Tunis (South- South Cooperation).
  7. The consultant will develop a manual on Child Rights Convention and conduct a 5-day training of trainers of 12 Libyan professionals in Tunis.
  8. The consultant will train UNICEF staff, partners and consultants in the International Humanitarian Law.

 

DELIVERABLES:

The consultant should deliver a final summary report at the end of the contract period, with payment being subject to the deliverables provided.

Payment upon:

§  Submission of the first MRM training agenda, content and materials and approval by UNICEF Child Protection Specialist.

§  Submission of report of the study tour visit of Libyans from the Ministry of Justice to Tunis (South- South cooperation).

§  Submission of the first final MRM training report and recommendations in English and Arabic.

§  Submission of the report on TOT training on Child Convention.

2nd payment

(25 working days)

Between May – July 2017

Payment upon:

§  Submission of the second MRM training agenda, content and materials and approval by UNICEF Child Protection Specialist, and the ToT training on CRC of 12 Libyan professionals.

§  Submission of the first orientation training for commanders' agenda, content and materials and approval by UNICEF Child Protection Specialist.

§  Submission of reports on the training of UNICEF staff, Consultants and partners on the humanitarian international law.

3rd payment

(25 working days)

Between August – October 2017

Payment upon:

§  Submission of the final report for the first orientation training for commanders' report and recommendations in English and Arabic.

§  Submission of the second orientation training for commanders' agenda, content and materials and approval by UNICEF Child Protection Specialist.

§  Submission of the final report of the second orientation training for commanders' report and recommendations in English and Arabic.

4th payment

(25 working days)

Between November – December 2017

Payment upon:

§  Submission of the training on justice for children agenda, content and materials and approval by UNICEF Child Protection Specialist.

§  Submission of the final report on the justice for children training and recommendations in English and Arabic.

§  Submission of the final summary report 10 days after the end of contract.

QUALIFICATIONS, SPECIALISED KNOWLEDGE AND REQUIREMENTS.

 

  • Advanced university degree in Law/Legal Affairs/Human Rights/International Humanitarian Law/Refugee law or other related discipline;
  • At least 5 years of working in the field of the international human rights;
  • Sound knowledge of current affairs in Libya, with particular focus on child rights;
  • Good command of written and spoken English and Arabic;
  • Ability to work under pressure, produce results and meet deadlines;
  • Experience of developing training materials and providing training to a range of audiences;
  • Excellent workshop facilitation skills;
  • Previous experience with UNICEF will be an advantage;
  • Residency permit in Tunis.

UNICEF RECOURSE IN CASE OF UNSATISFACTORY PERFORMANCE:

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of the Libyan Government and UNICEF and they will be free to adapt and modify them in future.

ADMINISTRATION OF CONTRACT

The consultancy payments are effective upon approval of the deliverables by UNICEF Adolescent Development Specialist as described above.

TRAVEL REQUIREMENTS:

The consultant is required to make at least 8 trips to Tunis to meet with UNICEF LCO and attend training and workshops as requested by the supervisor.
