Danish Refugee Council (DRC) is a leading global displacement agency working in 40 countries, in conjunction with our specialist mine action unit, Danish Demining Group (DDG), which has been working in Afghanistan since 1999. DRC commenced operations in Afghanistan in 2011 and is today a leading actor in humanitarian response with membership of the Humanitarian Country Team and recent high-level representation at the Brussels Conference on Afghanistan. DRC-DDG Afghanistan is part of DRC’s Central & South-West Asia (CASWA) region covering Afghanistan, Iran and Paki-stan. Within an overall strategic framework of responding to emergencies, seeking solutions to pro-tracted displacement; and tackling root causes, DRC-DDG Afghanistan’s current programming encompasses:  mine action, emergency response, protection, armed violence reduction, and livelihoods. With more than 500 fulltime national and international staff members, offices in Kabul, Jalalabad, Kandahar, Herat and Mazar-i-Sharif and a portfolio in 2016 of USD 13 million, DRC-DDG Afghanistan is one of the largest INGOs operating in Afghanistan.    
 
 
About the role 
 
The Head of Procurement & Logistics is a member of DRC-DDG Senior Management Team and is responsible for strategic management of the Procurement & Logistics department in Afghanistan. In this position you will closely coordinate with programme and Finance departments for efficient planning and delivery of procurement and logistics needs in accordance with the Operations Handbook, programme manual and donor guidelines.  
This will require significant investment in staff capacity building and training, while also engaging with senior management in planning and co-ordination 
 
The position reports directly to the Country Director. The Head of Procurement & Logistics will be based in Kabul with frequent travels to the field locations of DRC-DDG operations in Afghanistan. 
 
Duties and Responsibilities
 
In this position, you will be responsible for the following;  
 
Key Responsibilities: 
 
LOGISTICS 
  • Lead coordination between the logistics team and program/area managers to facilitate effective, efficient and timely program implementation; 
  • Provide technical support and guidance to field offices on the development of supply chain plans, including demand analyses, market assessments, and planning country and field level contracts, warehouses and infrastructure. 
PROCUREMENT 
  • Establish a rigorous, accountable and transparent procurement system, which is compliant with DRC’s Operations Handbook, local law and donor requirements; 
  • Assist in establishing and implementing procurement plans with various Program Managers; 
  • Ensure systematic process of transporting items from Kabul/suppliers to field locations, ensuring full control of movement and receipt of items; 
  • Enforce a zero–‐tolerance policy regarding corruption and contribute to ensuring complaints are recorded and investigated appropriately, in line with the DRC Code of Conduct and Accountability Framework; 
ASSET MANAGEMENT 
  • Ensuring all DRC-DDG Assets are tagged and listed in the Asset Management database at the time of procurement with an asset file created for them and that a regular monitoring system is in place; 
  • Ensure the implementation of regular asset verification. 
FLEET MANAGEMENT 
  • Ensure all DRC-DDG vehicles are regularly serviced and maintained;  
  • Ensure proper recording on fleet management (e.g. log books, fuel consumption etc) according to DRC’s Logistics Reporting policy;  
  • Manage and analyse vehicle usage to maximize efficiency and ensure timely program implementation;  
  • Supervise drivers and ensure adherence to transport and relevant safety SOPs;  
  • Ensure all generators are properly operated and regularly maintained. 
WAREHOUSE MANAGEMENT 
  • Assume overall responsibility for all DRC-DDG warehouses and stocks through the oversight and monitoring of effective stock management systems;  
  • Produce stock movement reports according the DRC reporting policy and formats. 
LTS PROJECT 
  • Overall strategic leadership of the UNHCR funded LTS project through coaching and training of the LTS Operations Manager and other key LTS staff as required 
  • Work closely with finance and admin departments to ensure that all necessary resources for the LTS project are requested and obtained;  
  • Ensure the delivery of effective, timely and efficient services to UNHCR through the LTS project. 
COMMUNICATION 
  • Ensure documents and licenses with regards to Satellite phones, Mobile phones, V/HF radios are available and up-to date;
  • Ensure compliance with the DRC global and local IT policies. 
MANAGEMENT  
  • Responsible for recruitment, capacity building and appraisals of staff; 
  • Liaise and cooperate with Senior Management Team and Program Managers on logistics and procurement matters; 
  • Actively participate in national management, coordination and planning meetings. 
PROGRAMME SUPPORT 
  • Ensure donor compliance is adhered to; 
  • Contribute to donor proposals, budgets and reports; 
  • Contribute to Emergency Response planning for logistic and procurement needs and execution including establishing appropriate Frame Work Agreements; 
  • Prepare regular, timely and accurate narrative and logistical reports; 
  • Represent DRC with relevant external local organizations and networks, actively networking and building relevant relationships; 
 
To be successful in this role you must have: 
  
  • A minimum of a Bachelor’s degree in the field of procurement & Logistics or comparable experience. 
  • Proficiency in English is essential. 
  • Experience and knowledge in supply chain management. 
  • Excellent interpersonal and negotiation skills with high level of flexibility in a challenging and fast moving multicultural environment. 
  • Excellent organizational skills and ability to determine priorities and respect deadlines. 
  • Proven experience in report writing. 
  • Clear communication, presentation style, good interpersonal and diplomatic skills essential. 
  • Willingness to travel extensively to the field locations. 
 
We offer 
 
DRC/ DDG will offer the successful applicant a 2 years contract, renewable dependent on funding and performance. 
 
Salary and conditions will be in accordance with DRC Afghanistan terms of employment for international staff. This position is classified at level A9 as per DRC Terms of Employment for expatriates.
