Who are we?  
Danish refugee council has been operating in Iraq since 2003 and in Northern Iraq since 2010.  
DRC Iraq is currently implementing a broad range of activities relevant to conflict affected communities and persons. The activities are categorized in ten sectors: Shelter and Non-food Items, Water, Sanitation & Hygiene (WASH), Livelihoods, Protection, Mine Risk Education, Camp Coordination and Camp Management (CCCM). 
 
 
 
About the job:  
The WASH/Shelter Team Leader ‘s main role is to support DRC’s Emergency WASH Officer in the implementation of water, sanitation and hygiene related activities during responses to humanitarian crises and situations, as part of DRC’s overall WASH actions. He/she will work closely with and manage other sectors of the Technical team (e.g. Emergency response site-based Technical Site Engineers, Site Supervisors, WASH Project Assistants) as well as with Logistics, Distribution and Finance and other programme departments. 
 
 
 
Duties and Responsibilities:
General 
  • Under the supervision of the Emergency WASH Officer ensure timely and high standard implementation of all construction, maintenance and repair activities as defined by project requirements.  
  • Identify direct and indirect beneficiary needs in terms of access to suitable shelter, infrastructure, WASH facilities and other community services, taking into consideration the specific needs of vulnerable individuals and persons of concern;  
  • Support, facilitate or undertake communication and liaison activities and meetings to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation; 
  • Work closely with the Emergency WASH Officer in order to implement projects according to relevant local, national and international technical standards; 
  • Survey, plan, design and supervise the implementation of camp, non-camp, emergency response and second and third line community infrastructure as defined by project requirements;  
  • Ensure proper and regular monitoring of the quality of construction and the progress of project/works implementation, including ongoing water quality monitoring, testing and hygiene activities; 
  • Provide regular updates on progress to supervisors and other team members, including other departments and sectors as appropriate, raising issues and working towards coordinated solutions; 
  • Ensure regular and timely reporting of problems, potential delays or risks to project implementation to the relevant supervisor, and support in the development and execution of solutions and mitigating actions; 
  • Prepare Order Request forms, Purchase Orders, Payment Requests and other standard documents to enable timely delivery of materials, works and services;  
  • Be responsible for communication of project requirements and deadlines to suppliers, contractors and subcontractors, DRC staff and other hired workers, ensuring full compliance of all actors and partners with DRC Code of Conduct, Code of Ethics, HAP and other compulsory regulations; 
  • Be responsible for safe storage, inventory and maintenance of materials, tools and equipment, as well as ensuring safety of all staff and beneficiaries during implementation of project activities, acting as safety focal point. 
  • Where relevant, liaise with donors and partners on project updates, site visits and other communication.  
 
Other 
  • Undertake any other duties that may be assigned by the Line Manager; 
  • Conduct duties in accordance with DRC Iraq programme Standard Operating Procedures (SOPs); 
  • Conduct duties in accordance with DRC Code of Conduct, HAP and other key documents. 
 
Specific activities include:  
  • Overall responsibility for DRC’s day-to-day management of WASH projects and activities; 
  • Involvement in project identification and selection;  
  • Arrange and undertake needs assessments, baseline surveys, gender reviews, KAP surveys and other monitoring and evaluation exercises throughout project implementation, including the drafting of analytical reports of findings; 
  • Design and verification of appropriate gender, age and diversity-sensitive adaptations and/or facilities in WASH to ensure functionality, safety, privacy, dignity and equality of access and use; 
  • Prepare, supervise and/or check BOQs, drawings and other documentation to enable the timely implementation of projects, to the required standards and quality.  
  • Supervise distributions of WASH items, liaising with logistics, procurement and other sectors to ensure mainstreaming and timeliness.  
  • Liaise with other actors (e.g. other NGOs, WASH counterparts, local authorities, beneficiaries) to ensure effective implementation and meeting of needs.  
  • Provide technical WASH guidance, advice and input to all technical staff, including to field staff and volunteers. 
  • Coordinate with Emergency WASH Officer and WASH/Shelter Project Manager on programme functions, ensuring tracking and recording of all activities and relevant budgets, including the preparation of project reports; 
  • Participate in relevant working groups, technical meetings or Cluster meetings when required. 
  • Contribute to planning, budgeting, setting up and closing of WASH projects and activities, including monitoring and evaluation. 
  • Conduct required performance appraisals of contractors, workers, staff and subordinates. 
  • Communicate administrative, HR and other issues to Emergency WASH Officer and WASH/Shelter PM and collaborate on solutions. 
  • Contribute to hiring, team management and other administrative tasks, including finance and budgeting.  
  • Ensure that all required project documentation is properly recorded, filed in soft and hard copy, and in order. 
 
 
About you:

Moreover we also expect the following:  
Required qualifications and Experience:   
Essential: 
  • University degree in water / sanitation engineering, public health or other relevant technical background. 
  • Several years’ professional work experience in designing and managing WASH construction projects and/or water and sanitation infrastructure. 
  • Proficiency in spoken and written English and Kurdish/Arabic is essential. 
  • Proficiency in the following computer programmes: Autocad (or other CAD software), MS Excel, MS Word. 
  • Strong organisational, supervisory and interpersonal skills and proven ability to work in a complex multicultural environment. 
  • Experience in site supervision and management/coordination of large teams in a challenging environment. 
Desirable: 
  • Professional registration or accreditation by the relevant regulatory body or association. 
  • Experience working with or for NGOs and/or UN agencies, particularly international humanitarian organisations in refugee / IDP contexts. 
  • Familiarity with international humanitarian and protection standards (e.g. Sphere).
 
 
We offer:  
DRC will offer the successful applicant a 6 month contract, renewable dependent on both funding and performance. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff; please refer to www.drc.ngo under Vacancies.
