1.         Organizational context


(a)        Organizational Setting

The post is located in the Operations Service of the Hague Registry.  The Operations Service processes international design applications and other transactions related to the administration of the various Acts of the Hague Agreement.

 

(b)       Purpose Statement

The incumbent analyzes business requests with a view to contributing to the improvement of the Hague Registry’s operational services to users, particularly those related to the geographical expansion of the Hague System and the accession of countries with examining Offices.

 

(c)        Reporting Lines

The incumbent works under the supervision of the Head of the Operations Service.

 

(d)       Work Relations

The incumbent liaises with Member Offices, users, legal officers and IT developers on operational design, development, deployment and support issues for the Hague Registry.

 

2.         Duties and responsibilities

 

The incumbent performs the following principal duties\:

 

(a)      Analyze and document business requirements in accordance with applicable legal frameworks.

(b)      Based on documented legal parameters, provide technical input with respect to the transformation of business requirements into functional use cases and provide preliminary business specifications.

(c)      Participate as a team member to identify system solutions; conduct, coordinate and facilitate system testing to support functional and maintenance releases and provide feedback to IT specialists for system enhancements.

(d)      Communicate with counterparts in Members’ Offices and discuss and provide information on how to accommodate particular requests.

(e)      Participate in regular meetings with legal and IT colleagues and propose solutions to issues identified, in accordance with legal requirements; draft meeting outcomes and related reports.

(f)       Provide technical input for the Hague Working Group and Hague Union Assembly documents and reports on the implementation of changes to processes, systems and tools.

(g)      Participate in project delivery lifecycle by drafting business cases and specifications, conducting relevant analyses and drafting reports.

(h)      Maintain and update information material on system and process change and provide targeted information sessions and training with a view to increasing technical ownership within the Hague Registry.

(i)        Conduct research on specific topics as assigned, evaluate data, present results and draft reports for management.

(j)        Perform other related duties as required.

 

 

3.         Requirements


Education

Essential

First-level university degree in law, business administration or related discipline.

Desirable

University degree including studies in intellectual property.  A relevant advanced university degree may be accepted in lieu of two years of experience.


Experience

   Essential

At least three years of relevant professional experience in the delivery of business requirements and information services, including in an intellectual property office or comparable organization.

Desirable

Experience working with intellectual property IT systems.

Language

Essential

Excellent written and spoken knowledge of English.

Desirable

Knowledge of French.

Knowledge of the business and administrative procedures under the Hague Agreement.

Ability to perform root cause analysis and shape unstructured and disjointed information into cohesive business requirements; problem-solving skills.

Ability to explain the rules, regulations and procedures governing the area of work.

Excellent IT skills for data management and search, and web publication (HTML).

5.         Information

 

Mobility\:  Candidates appointed to an international position with WIPO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

 

Annual salary\:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the March 2017 rate of 79.3%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
