PSP Officer (IG)

ORGANIZATIONAL CONTEXT

The incumbent will be responsible for the implementation of the Individual Giving (IG) programme in Private Sector Partnerships (PSP) Italy and making recommendations for strategy and planning of activities.

The incumbent will supervise the PSP Individual Giving team in Italy, under the direction of the Senior PSP Officer (Italy) and with technical support and inputs from the Europe and International PSP team in Copenhagen.

Additionally it should be noted that the role is also required to provide support and guidance as well as budget advice for small-scale PSP future activities for Individual Giving in Greece and possibly in Portugal.

Under the guidance of the supervisor, the PSP Officer (Individual Giving) will also manage relations with partners, media, contractors and suppliers for PSP programmes and supervise the Individual Giving team in their contact with external partners.

FUNCTIONAL STATEMENT

Accountability
- UNHCR acquires and retains individual donors across all giving levels with a lasting connect with UNHCR in order to maximize lifetime value and return on investment.
- Individual Giving programme in Italy (supporting Greece and Portugal) is developed, implemented and reported on.

Responsibility
- Contribute to development of fundraising strategies and products for diverse fundraising activities that serve to recruit and retain loyal individual donors, moving them through a donor journey that builds a lasting connection with UNHCR. Examples include 1st Year retention, cash donors, regular giving products, middle donors and donor care.
- Increase donor understanding through research and analysis creating pen portraits and segmentation strategies for "one too many" marketing activities.
- Develop and present to the Senior PSP Officer, a detailed Annual Plan for the Individual Giving programme in Italy. Prepare submissions to the National Growth Fund related to the Individual Giving programme to secure funding to increase the donor base of private sector in Italy (and eventually in Greece and Portugal).
- Recommend strategies and action plans in Italy (and in Rome Region) including in emergencies. This includes managing relations with partners, media, contractors and suppliers and acting as emergency coordinator for PSP Rome.
- Manage a programme of monthly donors in Italy (and eventually in Rome Region) using best practices in UNHCR/PSP internationally (mainly Face to Face and DRTV).
- Implement a direct mail fund-raising programme and full donor communications cycle in line with the agreed strategy and annual plans for UNHCR in Italy with the aim of upgrading individual donors to maximize the income to UNHCR from private sector, with an increasing digital fund-raising approach and tools.
- Liaise with the Senior PSP Officer and other manager in PSP Rome in integrating strategies and participating to the PSP management team work.
- Provide Individual Giving advice to global campaigns and initiatives by representing the needs of individual donors.
- Manage PSP human resources: supervise PSP Individual Giving Team staff in line with UNHCR¿s staff rules, regulations and policies.
- Supervise and monitor PSFR expenditure/budget and income recording and reporting for the Individual Giving programme.
- Be responsible for the PSP Rome donor database management and analysis. Report on activities implemented for the individual giving in Italy and Rome, including lessons learned and recommendations for future opportunities and plans.
- Perform other related duties as required.

Authority
- Develop fundraising strategies that acquire and retain donors and build a lasting connection to UNHCR.
- Project manage the development of fundraising products that will resonate in the Italian market.
- Define and propose PSP Individual Giving plan and budget according to the Senior PSP Officer indications and timeline based on the PSFR Regional and Global instructions. Once approved the budget will be given the authority to manage agreed activities. Any significant deviation from the agreed plan or budget must first be approved by the PSP Officer.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Business, Marketing or Fundraising or a related discipline.
- A minimum of 8 years¿ experience of working in Fundraising/Marketing for not for profits in Italy or equivalent experience in marketing department in profit sector.
- Recognized experience in people performance management.
- Recognized experience in economic resource management.
- Experience and knowledge of Individual Giving/Marketing programmes in Italy and the different techniques used for acquisition and retaining loyal individual donors, moving them through a donor journey through different channels.
- A deep knowledge of face to face, digital, mail, telemarketing and DRTV techniques.
- Excellent Italian and English (both written and oral).

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Experience of having worked in both marketing agency and not for profit environments.
- International experience would be considered an asset.
- Experience of managing external creative agencies and suppliers.
- Deep knowledge of humanitarian assistance and UN environment.
- Strong project management skills including planning and schedule creation.
- Strong writing skills and technological literacy.
- Demonstrated ability to develop and maintain effective work relationships with international team members.

- The incumbent will manage the development, implementation and reporting of the Individual Giving programme in Italy including associated income and goals as well as for making recommendations on strategy and planning. Under the supervision of the Senior PSP Officer, the post holder will also asekd to manage the Individual Giving Team within the PSP Rome Unit.

An aptitude for formal and informal networking
- Ability to explain complex issues to external donors and present the organization and diverse operations in an appealing and concise manner. CURRENT SITUATION
Current Situation:

The position is based in the Private Sector Partnership Office in Rome. PSP Rome Unit provides support to other countries in Southern Europe related to fundraising in the private sector. The PSP Rome operation is increasingly complex, the level of resources are significant and the planning, implementation of the operation plan as well as a consolidated and coherent reporting are essential deliverables to which the incumbent shall contribute greatly.
WORKING AND LIVING CONDITIONS
Work and Living Conditions:

Rome is an HQ duty station with the presence of FAO, IFAD and WFP Headquarters, offering high standard living conditions and relatively high cost of living. The PSP Rome Office works closely with the UNHCR Regional Representation for Southern Europe Office based in Rome and including the country offices in Cyprus, Malta, Portugal and Spain. Travel within the country (Italy) and possibly the Southern Europe region is required.The Italian authorities will issue a visa and residence permit to UNHCR international staff members.

Before arriving finding an accommodation will be a priority. There are some limited facilities to access Duty Free privileges. Buying a new vehicle is a lengthy process while buying second hand is even more complex. The public transport system is relatively reliable and most colleagues have elected to reside in the office neighbourhood. A valid driving licence issued by a European Union/European Economic Area (EU/EEA) member state is automatically accepted in all other member states. People with EU/EEA-issued driver's licence who take up residence in Italy are not required to exchange it for an Italian licence.
Holders of a standard driving licence issued from a non-EU/EEA country may drive in Italy using the foreign licence for up to one year after obtaining residency. Medical care is up to international standards.
UN International expatriates are covered by the medical insurance provided from their work place. No additional medical coverage is required. A list of English speaking doctors can be provided, upon request, by the FAO Medical Services.
There are several international schools in Rome. The academic year for schools in Italy is from September to June -It is advisable to register your child at school as soon as possible. Any deposits and commitments to pay fees are your responsibility and not the UN¿s.
SECURITY CONSIDERATIONS
Security Conditions:

Italy is stable and security risks are assessed as low in the UN Security Level System with no known direct threats to the UN. Rome is generally a safe place. There is very little violent crime.
As in most large tourist cities there are scams and pick pockets. You should avoid carrying valuables in any outside pocket, especially the back pocket. Termini (main railway station), Esquilino, the Trevi fountain, and generally speaking bus lines and Metro stops in tourist areas are well-known for pickpockets, so take extra care thereby.
Remember that hotel rooms are not safe places for valuables; if your room has no safe, give your valuables to the hotel reception staff for safekeeping.
Read up on the legends concerning tourist scams. Most of them occur regularly in Rome and you will want to see them coming.
When taking a taxi, be sure to remember license number written on the car door. Sadly enough there are a number of taxi drivers in Rome who often cheat, especially with foreign passengers.
Common thefts in Rome also concern cars are bikes. If possible, try and park your car in a supervised car parking, avoid dark and isolated areas. Always make sure you close all doors and windows and remove the car radio which is often one of the first things to attract thieves.
As to bikes, the stolen bike market in Rome is wide and lively -the risk of not finding the morning after is high. Equip yourself with a good lock, possibly with a steel chain.
Residential burglary in Rome is widespread too. Always lock all of your windows and doors, especially when you are away from home. In addition, if you have a security alarm, keep it turned on whenever you are away. You should also use and display the window stickers and yard signs that these security companies provide.
Another good habit is not to spread too much information on when and for how long you will be away from home while on holiday, especially online through social networks.

Spouse Employment Regulations and Opportunities:
the Sportello Unico per l¿Immigrazione (unified immigration desk) is the relevant government body for most immigration procedures. Other authorities involved in granting the right to work include the Ministry of Labour, Health and Social Policy, the Ministry of the Interior, the Ministry of Foreign Affairs, the Police, chambers of commerce and professional associations.
Italian and European Union (EU) citizens and certain members of their families may work in Italy essentially without restriction.
The general rule for non-EU citizens is that the right to work is subject to the availability of quotas for working foreigners. New quotas are issued annually, and favour certain nationalities, professions, and contractual modes (employed or self-employed). From time to time other factors are considered such as level of education.
Numerous categories of potential worker are exempt from the quota requirement. These incl intra-company transferees, graduates of Italian universities, highly-qualified workers, university professors, language teachers, and accredited journalists. Certain family members of these types of workers and workers who have successfully entered the annual quotas also benefit from full access to the labour market.
