Donor Relations Officer (Global Focus)

ORGANIZATIONAL CONTEXT

With the Global Focus website now established, there are two main priorities for the incumbent in his/her overall role as technical focal point for development and maintenance of the Global Focus web portal within the Donor Relations and Resource Mobilization Service.

Firstly, that the website remains a valued and valuable resource for UNHCR¿s donors in particular, and for UNHCR staff and partners. This will be accomplished by ensuring not only that the website contains good quality material, but that the website is attractive and well designed, and intuitive and pleasurable to navigate. To achieve this, the incumbent will need to be imaginative in his/her approach to the design and maintenance of the site; collaborative and cooperative in his/her approach with other substantive services within UNHCR; and attentive to the needs and opinions of the website¿s audience so as to incorporate their requirements into the site¿s design.

Secondly, that the medium to long term future of Global Focus concerning its maintenance, requirements, role and position within UNHCR¿s applications and websites is assured. This will be achieved through discussion and cooperation with DIST, supporting decision making and acting as the technical focal point with managed service partners¿ technical teams.

The incumbent also assists with regular training of staff, and with drafting and providing briefings as necessary. The incumbent will also play a backup role in other functions of the Section, including on the finalisation of appeal documents if needed, representing the Section in meetings, and acting as officer-in-charge. The incumbent works closely with members of the Global Appeals and Reports Section, with members of DRRM/DER, DIST, and with other technical and substantive experts in HQ and staff in field operations.

FUNCTIONAL STATEMENT

Accountability
- UNHCR¿s donors and other members of the Executive Committee are provided detailed operational information through the Global Focus web portal.
- Training and outreach for UNHCR¿s donors and UNHCR staff is developed on the relevance and applicability of Global Focus to their work, including through the development of basic website guidance material.
- Changes to Global Focus are realized in a coordinated fashion from a technical standpoint, anticipating potential side-effects and maintaining a consistent logical model of data interfaces between various platforms (Focus ¿ MSRP ¿ PSR ¿ GFI ¿ GFX).

Responsibility
- Liaise with Communications and Public Information Service (CPIS) and Field Information Coordination Support Section (FICSS) to ensure consistency of information publicly released and avoid usage of multiple data sources.
- Identify areas of improvement of Global Focus website in term of design, user interaction, visibility.
- Improve range, quality and accessibility of downloadable information, including the availability of information in French.
- Liaise with designers (Digital Engagement Section) and technical counterparts to facilitate the specification of attractive and interactive data visualizations.
- Coordinate design, implementation, testing and release of the website enhancements.
- Follow-up on support and maintenance issues impacting the website (infrastructure, Focus/MSRP data feed, mapping services, content management system).
- Identify areas for simplification of the current processes.
- Ensure that technical documentation and user guide are comprehensive and accurate.
- Monitor website statistics and produce analysis on audience and most/less visited areas.
- Ensure that external constraints from other business initiatives are taken into account (e.g. IPSAS).

Authority (decisions made in executing responsibilities and to achieve results)
- Oversee the work of external consultants and contractors as necessary for maintenance and development of the website.
- Represent the Section in the meetings and fora related to the functions.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in information technology, or related field.
- Minimum 8 years of previous job experience relevant to the function.
- Specific skills and proven knowledge in web technology, ideally in the following technologies: Drupal, HTML, CSS, JavaScript, Highcharts, D3.js, ArcGIS API.
- Specific skills and proven knowledge in FOCUS ecosystem from Client to Report Dashboard tools, data-modelling and infrastructure design.
- Ability to facilitate the definition of requirements through workshops with stakeholders to gather feedback, and carry out gap analysis.
- Experience in Business Process Modelling.
- Experience in translating business requirement into software requirements.
- Ability to specify software acceptance criteria (UAT test script).
- Ability to evaluate, review and provide detailed feedback on solution prototypes.
- Ability to conduct user acceptance testing.
- Ability in the creation of end user and process documentation.
- Excellent knowledge of MS Office particularly Excel, Word, PowerPoint.
- Proficiency in English and demonstrated ability to prepare texts and training materials and lead training workshops.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Experience in fund raising or donor relations activities; knowledge of technical aspects of website and database design and development; knowledge of UNHCR¿s budget structure and programme planning; knowledge of UNHCR¿s field structure and programmes.
- Experience in Web Site creation and Content Management.
- Knowledge of French and/or other UN language is an asset.
- Knowledge of design software is an asset.

DESIRABLE ATTRIBUTES
Extensive programme experience:
A detailed understanding of UNHCR¿s budget structure, programme planning and results-based reporting is essential. Operational experience with UNHCR, or with another UN agency, is desirable.
Analytical and strategic thinking:
The incumbent must be able to analyse technical design documents, plan and conduct user acceptance testing of Focus developments and initiate changes to the Global Focus web portal.
Organisational skills:
The incumbent should be able to work relatively independently, while keeping senior managers informed of progress and problems.
Excellent writing and editing skills:
As much of the text in Focus must be edited for external readers, the incumbent should have strong writing and editing skills in English.
CURRENT SITUATION
UNHCR has laid the foundations for improved implementation of results-based management at UNHCR, with the definition of the results framework and the development and implementation of an operations¿ management support software. Access to results-based reporting from Focus was promised to the Standing Committee and has been delivered with the launch of Global Focus.
The Donor Relations Officer (Global Focus) is responsible for maintaining the work plan for the ongoing development and updating of Global Focus; identifying and documenting requirements; liaising with the technical teams and with end users to ensure the successful continuation of the initiative. The person on this post must have strong IT skills, be familiar with the development of Focus, database design, and website development and management, in addition to possessing strong programme management experience in UNHCR.
Communication/interpersonal/diplomatic and people skills:
The incumbent must have strong interpersonal skills, and be able to work successfully with a range of colleagues and contractors.

Given the limited staffing in both DRRM and in DIST, the person in this post can be expected to work under time pressure in a highly stressful situation.
