The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip.  Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.

Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.

NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education.  Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.

Overview

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high quality programmes. Processing grants is a key role for this position, in 2016 NRC Palestine office handled around 40 grants.

In Palestine, we work with 4 consortiums, and some of this position responsibilities will be around working with them.

 

Role Specific Information

Key responsibilities:

  • Acting CD when appointed
  • Responsible for development of funding forecasts for country programme and grants management calendar, including proposals and reporting to donors

  • Accountable for grants opening and closure meetings at country level

  • Accountable for development of grants proposals and budgets

  • Accountable for grants management, including (re-) allocation of grants between CCs & areas and relevant donor consultations.

  • Responsible for project compliance control (i.e. quality, timeliness, use of resources, donor commitments), including development of management response (delegated authority from the CD to instruct AMs when discrepancies are identified)

  • Accountable for support budget allocations

  • Manage performance and staff development of staff reporting to Head of Programme

  • Accountable for organisational learning from programme implementation and overall capacity building In-country representation of NRC

  • Responsible for a management culture, a working and learning environment in line with NRC's values and leadership/management framework

 

Our Ideal Candidate:

We are seeking a candidate who has minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context.

Strong communication and interpersonal skills, and the ability to engage with a number of donors on frequent basis.

A diplomatic person who enjoys engaging with the diplomatic community in official and unofficial occasions.

Representative individual, and a strong and mature manager who will lead a team of competent staff.

Strategy and vison, team player, and solid experience with programming quality.

Knowledge of the Palestinian context and some knowledge of Arabic is an added value.

 

Additional Information:

Contract period: 24 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Jerusalem, Palestine with up to 30% travel in country.

Approved health certificate will be requested before contract start
