Rolling Work Plan Activity:  1.2.1.2(a) Support to education sector planning and development of EMIS.

1.  Background:

The Global Partnership for Education is a global effort devoted to getting all children in school for quality education.  Established in 2002, GPE is comprised of 60 developing countries, donor governments, international organizations, the private sector, teachers, and civil society/NGO groups. The partnership has fundamentally transformed international cooperation in education.  GPE helps country partners develop and implement sound education plans. Members of the Partnership mobilize and coordinate resources to support the achievement of the plans' goals to enroll more children in school for a better education. By promoting dialogue among partners around shared objectives, GPE foster mutual accountability, increase shared knowledge about best practices, and encourage transparency at all levels.

Maldives is presently not a member of the Global Partnership for Education (GPE) but has expressed interest in joining the Partnership and requested for Secretariat's support in formalizing Maldives application.  This makes the country eligible to apply for the indicative Maximum Country Allocation of US$ 1.2 million for the Education Sector Program Implementation Grant (ESPIG). In addition, Maldives is also eligible to apply for an Education Sector Plan Development Grant (ESPDG). ESPDG provides a maximum of US$ 500,000, including US$ 250,000 for education sector analysis, and up to US$ 250,000 for activities related to the development of a new or revised Education Sector Plan (ESP). UNICEF Maldives Country Office is supporting the Ministry of Education to formalize the application and is seeking the technical services of a national consultant to support the Ministry of Education (MOE), expedite the process.

2.  What is the basic project objective to which the consultancy is related?

The basic objective of this project is to support the MOE to prepare the documentation and formalize the application for the Education Sector Plan Development Grant (ESPDG).

1-  Provide support to the formation of the Local Education Group (LEG).

·  Develop the operational guidance and procedures for the LEG.

·  Coordinate the meetings of the Local Education Group (LEG).

·  Facilitate discussion between the MOE, Grant Agency and coordination Agency.

·  Orient the LEG on the GPE membership, the role of the LEG (TOR) and grant application and implementation as well as the operational procedures of the LEG.

·  LEG to nominate a grant agent

2-  Facilitate the process of the ESPDG application in accordance with the guidelines and templates provided by the GPE.

 

Step 1:

Identification of scope of work, activities and timeline.

·  In consultation with MoE and the LEG,

  i.  Develop a concept note defining how the education sector analysis, education plan development and independent assessment will be approached and coordinated.

  ii.  Develop a Terms of Reference for the technical assistance needed to support the education sector analysis and education sector plan tasks.

·  In consultation with MoE and the LEG,

  i.  Develop an integrated roadmap reflecting a coherent set of activities to implement the tasks set in the concept note, together with sources of funding and a timeline.

  ii.  Develop a budget with details of the cost of the activities for which GPE/ESPDG financing is requested and which represents value for money.

Step 2: Development of the ESPDG application  

Upon completion of the ESPDG application, the LEG, led by MoE, should have clarity on the processes, resources, and time needed to complete the sector analysis and the ESP.

·  Present the ESPDG application (concept note, the TOR, road map and budget) to the LEG for approval prior to its submission.

Step 3: Submission of the ESPDG application  

·  Once approved by the LEG, In consultation and approval of the coordinating agency, support the process of submitting the complete ESPDG application package to the GPE ( as per the guidance provided by GPE)

·  Incorporate feedback and address concerns raised by the GPE on the content of the ESPDG application, if any, and resubmit the application.

Final application package (which should consist of the following documents).

1.  The completed ESPDG Application Form.

2.  The concept note including terms of reference in annex on technical assistance

3.  The roadmap for ESP |TEP development, including timeline and budget for the ESPDG

4.  Minutes of the local education group meeting during which the application was endorsed.

5.  Minutes of the local education group meeting during which the ESPDG grant agent was nominated.

5.  Estimated duration of contract

It is estimated that the project will take up to 88 working between 15th April 2017 – 15 August 2017, with the possibility of extension.

UNICEF will only make milestone payment based on achievement of specific deliverables as listed on the table above. Also note that UNICEF does not make advance payment and UNICEF is exempted from paying VAT and any other forms of taxes.

7.  Qualifications or specialized knowledge and/or experience required

·  Advanced University degree in Education or social sciences.

·  At least 5 years' experience in education planning.

·  At least 5 years of experience in conducting research.

·  Excellent facilitation skills and communication skills in English and Dhivehi.

·  Excellent English writing skills

·  Ability to work in teams.

·  Must have sensitivity to diverse opinions and difficulties arising from differing social and cultural perceptions.
