3. External female candidates.

Context:

Under the overall technical guidance of the Director of the Migration Health Division in Headquarters (HQs) and the direct supervision of the Migrants’ Health Assistance, Programme Coordinator, and in close coordination with the Migration Health Emergency Operations Officer as part of Migration Health Programmes team. The successful candidate will be accountable for integrating sound public health, health emergencies and health systems components within all migration health programmes.

Core Functions / Responsibilities:

1. For ongoing regional or national MHD programmes, the incumbent will a) Draft or review national, regional and cross-regional strategies and interventions for IOM projects to address disease risks and vulnerabilities of migrants and mobile populations, including for TB, HIV/AIDS, malaria, drug resistance, epidemics including vaccine preventable Page 1 / 5diseases and new/emerging epidemics/pandemics like Ebola and MERS. b) Propose and strengthen interventions within IOM projects for access of migrants and mobile populations to disease (infectious and non-communicable) prevention, care, treatment and support throughout the migration process.

c) Conduct project and regional/national context reviews on specific health systems and services/access-related vulnerabilities that can be a barrier to successful project implementation in migration health, and identify alternate interventions in coordination with HQs and Regional teams and also the concerned donor/partner/beneficiaries.

2. For new and emerging project development, support Regional Thematic Specialists (RTSs) in the provision of technical assistance for the development of consolidated action plans by regional office or Missions, along with relevant partners, for increasing MHD access to multi-donor trust funds for public health components.

3. Conduct field visits for regular M&E from global MHD perspective for national and/or multicountry/regional migration health programmes and develop analytic reports for internal senior management, auditors and donors. Prepare other information materials like lessons learned and model practices from these M&E reviews to advise other Missions on disease prevention and care migration health programmes.

4. Prepare required briefing notes, presentations and guidance materials for engagement with key technical partners and health donors of IOM migration health programmes, including but not limited to TB, HIV, Malaria disease advisors and M&E teams at the Global Fund for all ongoing and emerging IOM projects; US CDC, ECDC, WHO technical teams partnering on various IOM programmes and approach new technical partners.

5. Support MHD Emergency Operations Officer and RTSs by undertaking field-visits and rapid deployment to provide technical support to regional and mission colleagues on humanitarian actions, health system resilience, emergency healthcare services and emergency preparedness and response, where required.

6. Support the MHD Emergency Operation Officer in the provision of specialized technical support in relation to outbreaks response and large scale health emergencies, for capacity development, and knowledge management in strengthening and informing programme decision. 7. Liaise with WHO on Public Health Emergencies (PHE) and relevant partner coordination mechanisms such as the Global Outbreak Alert and Response Network (GOARN). 8. Provide inputs to the health promotion and migrant’s health assistance, and emergency operations positions in HQs, and work in collaboration with RTSs for technically sound and evidence based project development, endorsement and reporting. Ensure quality checks on reports and other outputs, including through random assessments and field visits, and feedback recommendations to the health promotion and migrants health assistance, and emergency operations programmes, and MHD Director.

9. Represent the Director and other IOM colleagues/teams in conferences, meetings and trainings of relevance and support in maintaining relations with leading health partners and other IOM Departments as relevant for the area of competence. Prepare for the Director briefing notes, presentations, and other information products as needed, also for high level migration and health related meetings and political engagements to ensure technically sound IOM positions on disease control topics.

10. Compile and make available training modules on infectious diseases and health systems strengthening principles to IOM Missions to enhance the quality of proposal development and project implementation and reporting.

11. Perform such other duties as may be assigned.

Page 2 / 5Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least nine years of professional experience;

• Postgraduate level qualification in Public Health (Masters, or PhD) with specialization in health systems, or Infectious Diseases, or Tropical Medicine with minimum seven years of professional experience.

Experience

• Experience in planning and programmatic management of public health programs (in areas such as disease control, health service delivery, etc.), preferably in low and middle income settings.

• For international experience, experience in international organizations, such as UN agencies and international NGOs or institutions in similar positions is strongly preferred. • For national experience, at least five years should be hands-on experience in developing and implementing disease prevention and control programs at national level, incorporating ethnically sensitive and human rights approaches to the delivery of health services for vulnerable populations; such experience for migrant health programs and in low to middle income settings would be an asset.

• Knowledge and understanding of the epidemiology and the determinants of disease, of health service development and delivery, and the impact/effects on individuals and communities, with emphasis on vulnerable populations and organization of people-centered health systems and services.

• Demonstrated knowledge or skills in latest medical and health technologies for disease prevention, treatment and care through previous programme implementation. • Proven experience in communicating scientifically to specialized audiences, technical guidance and briefing notes, as well as clearly communicating on public health matters to a general audience, experience developing and delivering trainings in the public health domain. • Knowledge of surveillance and monitoring systems related to emergency health operations and migration health programmes, with skills in the field of epidemiological or statistical data collection, assessment, analysis and the evaluation and monitoring in a public health context, would be an asset.

• Excellent communication and negotiation skills; Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds. • Strong organizational and people skills, including building and leading teams. • Knowledge and skills in project planning, management and evaluation, including resource mobilization and grant management.

• Demonstrated capacity to adapt experiences, tools and approaches developed in other settings to the local context.

Languages

Fluency in English and French is required. Working knowledge of a third language, particularly Arabic, or Spanish, or Portuguese, Russian, is an advantage.
