The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR, requires an experienced and qualified Lao National to fill the position of Information Communication Technology Assistant, IMIS No. 15602 at GS-5 level to be based in our office in Vientiane, LAO P.D.R. Under the general supervision of the Information Communication Technology Officer. The incumbent will provide technical and procedural support and end-user services in the implementation, maintenance and improvement of information management systems, procedures and activities in the office.

Duties and responsibilities:

Under the general supervision of the Information Communication Technology Officer.  The incumbent will provide technical and procedural support and end-user services in the implementation, maintenance and improvement of information management systems, procedures and activities in the office including performs the following tasks:

  • Assists with the introduction and technical operation of organizational computer applications.  This involves overall understanding of the functioning of the system and the inter-action of data between sections within the office and HQ divisions.  Assist to install new version of the systems and troubleshoot ad-hoc user problems in its functioning.
  • Prepare administrative arrangements for office training (VISION or other new software applications) and support for computerization.  Ad-hoc support to users experiencing difficulties will involve analysing the source of the problem and solving it, whether hardware or software related.
  • Provide support in administration of office telecommunication facilities i.e. user access to the network, data security of the network, and troubleshooting ad-hoc hardware and software problems experienced on the network. Administer the reporting of equipment problems, the diagnosis of source of problem, fixes the problem if possible or places service call to vendor for maintenance and follow up as necessary.
  • Assist with the introduction of specific computer hardware and software.  This involves assisting in interpretation of NYHQ guidelines for local office relevance and preparation of PO with vendor interaction and specifications.  Installation of new hardware is scheduled with users.  Advise users on appropriate use of software packages and administer software policy for office.
  • Assist in the promotion of creativity and innovative approach to re-engineer work processes and make the best use of technology within and outside UNICEF.
  • Coordinate with Programme Sections in support of data analysis, design, monitoring and programming processes.
  • Back-up ICT Officer in all functions and perform any other duties specified by the supervisor.

Qualifications and experience:

  • At least six to seven years of progressively responsible experience in practical work in computer information management work, including data processing applications, use and evaluation of programme packages, database management, multi-user documentation and local office computer applications programming, in support of office computerization.
  • Secondary level education supplemented by courses in computer hardware and software technology, information systems and telecommunications.
  • Excellent computer skills. 
  • Ability to conceptualize innovative solutions using technology.
  • Knowledge of the overall design and operating principles of related computer systems in the organization. 
  • Knowledge of more than one programming language. 
  • Good knowledge of English and Lao, Oral and written.
