Organizational Setting

The Division of Human Resources (MTHR) is in the Department of Management. MTHR provides a wide range of human resource (HR) services, including HR organizational development and planning, recruitment, staff development, performance management, and administration of compensation and benefits. A comprehensive and integrated HR service that matches the IAEA's HR capacity with its core goals is critical to the quality and efficiency of its programmes. The IAEA has a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.


Main Purpose

Reporting to the Section Head, HMS, the Head of the Recruitment Unit ensures the recruitment of staff with the required competencies and skills in accordance with the Agency’s programme needs. He/she oversees the recruitment process and supervises the work of the Recruitment Unit.


Role

The Head of the Recruitment Unit is\: (1) a manager, providing guidance and managerial support to staff in the Recruitment Unit and deploying resources in the most efficient and effective manner; (2) a specialist, participating in, and providing advice to managers on, the recruitment process; (3) an analyst, reviewing complex recruitment cases and recommending solutions; and (4) promoting the use of outreach and other modern sourcing techniques.


Functions / Key Results Expected

 

  • Manage the staff in the Recruitment Unit, establish work plans, monitor performance, and provide guidance, coaching and staff development support.
  • Develop/enhance relevant recruitment policies, procedures and guidelines in close cooperation with relevant stakeholders and administers their implementation; actively contribute to the establishment of other human resources policies, procedures and guidelines.
  • Review in-depth all recommendations for appointment by managers and ensure prompt and accurate compliance with established regulations and rules, and administrative processes; assists the Joint Advisory Panels in analysing and processing the submission of requests for promotions and contributing to the analysis of contract extension proposals and determining steps on appointments;
  • Advise programme managers/staff-at-large in all recruitment matters (i.e. human resources management issues, regulations and rules, etc.) and provide support to programme managers throughout the recruitment process (i.e. defining candidate profiles, pre-screening applications, participating in interviews, etc.).
  • Ensures timeliness and quality control of recruitment services; reviews and directs the streamlining of the recruitment process and fosters the use of modern recruitment tools; provides leadership in project management and in creating a best practice environment; liaises with external recruitment sources and Permanent Missions to the IAEA to ensure supply of suitable and qualified candidates; develops best practice candidate sourcing techniques to enhance the candidate pool, reviews the effectiveness of recruitment sources and takes action for improvement.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced university degree or equivalent in human resources management, public or business administration.
  • Minimum of seven years relevant working experience in human resources management with emphasis on recruitment, including experience at an international level.
  • Thorough knowledge of human resources principles, management and practices as well as procedures and operations in an international organization.
  • Knowledge of best practices in international human resources management in the private sector and/or UN Common System and advantage. At least 3 years in a strategic partnership role, supporting and influencing senior executive leadership.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70647 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 26493, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
