Objective of the Assignment

The Objective of the assignment is to support UNICEF Ukraine in developing, piloting, assessing and improving a system of pre-service (introductory/basic) and in-service training for police officers on justice for children through identification and proposal of the most appropriate themes and teaching methodologies, ensuring that good international standards and practices are taken into consideration.

Scope

As a result of close work with the UNICEF’s local implementing partner (NGO) and the MoI/NPU working group, the consultant will provide:

  1. Technical advice and written recommendations on design of training programme: technical expertise in the process of selection of module training themes to be covered and time to be allocated to each module for all types of proposed training sessions, as well as on methodologies to be employed while providing ToT and actual trainings for professionals.
  2. written recommendations (as needed) on further enhancement of developed training modules, once those modules were tested for police officers of various scopes;
  3. Technical expertise and written recommendations on development of individual training needs assessment tool(s) to enable review of on-going and developing/evolving training needs of Police officers.

Geographic Coverage

The consultant will be expected to work remotely and out of Kyiv.

Structure of the Report

The final analytical report for UNICEF should be presented in the following format:

  • Executive Summary;
  • Work conducted and methodologies used;
  • Outline of approach, which includes definition of required and feasible training inputs, methodologies, themes and timeline, as well as expected training outputs and outcomes for both – (a) pre-service (introductory/basic); and (b) in-service trainings for Patrol Police, Neighborhood Police Inspectors, Investigators, Officers of Crime Prevention Unit and others[2];
  • Recommendations - plan of follow up actions.

Performance indicators for evaluation of results

The evaluation of the results will be based on:

  • Technical and professional competence (quality of the product delivered to UNICEF as indicated in Section 5 above);
  • Scope of work (no. of meetings with the stakeholders, interviews, focus discussions);
  • Quality of work (timely submission of the draft and final report to UNICEF);
  • Quantity of work (completion of all assignments indicated in Section 7, above);
  • In addition, such indicators as work relations, responsibility, and communication will be taken into account during the evaluation of the Consultant’s work.

Qualifications/specialized knowledge/experience required to complete the task

  • Master’s Degree in Social Sciences (Sociology, Anthropology, Development Studies, Law) or related fields relevant for the assignment;
  • Deep understanding of juvenile justice issues in CEE/CIS region and/or Ukraine;
  • Significant prior experience in training needs and gaps analysis, and in curriculum development for law enforcement and other related professionals in justice for children;
  • Knowledge and understanding of the Convention of the Rights of the Child;
  • Institutional knowledge of the UN and UNICEF;
  • Proven experience in writing analytical papers on children;
  • Excellent facilitation, coordination, team-work skills and excellent research skills; and
  • Fluency in English, knowledge of Ukrainian and/or Russian is desirable.

Ethical Issues

Ownership of all data/information/findings gathered, databases and analysis prepared for the exercise lies with UNICEF. The use of the data/information/findings for publication or any other presentation or sharing can only be made after agreement with UNICEF.

Definition of supervision arrangements

Consultants will be supervised by the Child Protection Officer (Juvenile Justice) UNICEF Ukraine and work in close coordination with the UNICEF Ukraine Monitoring and Evaluations Specialist and Child Protection Specialist.                               

Description of official travel involved

The assignment will require minimal travel within Ukraine. No Travel Authorization will be issued. The travel can commence upon the consultant’s provision of certificate of completion of UN Basic (II) and Advance Security in the Field Course as well as Mine and Explosive Remnants of War Awareness if travelling to east conflict area. The consultant is to be responsible for insurance costs on their own, except MAIP insurance, which is added into the contract. Travel costs are to be included into the contract.

 

All travel costs of the consultant should be planned and included in the consultant’s contract. The consultant is responsible for managing all travel plans, though UNICEF can provide some minimal administrative support for travel plans and coordination with the national consultants who will participate in this work.
