Procurement and Supply Chain Practice Group

The purpose of the Procurement Group is to lead and develop the organization’s procurement strategy and practice.  The core functions are to:

a.       Articulate procurement policies and processes; enable operationalization and managerial oversight through appropriate systems and reports; provide corporate advice and guidance; and strengthen the knowledge, skills and career development of procurement practitioners.

b.       Enable UNOPS procurement of goods and services in a transparent, accountable and efficient manner in order to execute the organization’s business strategy.

c.       Identify and develop opportunities for the provision of procurement services for partners and ensure appropriate modalities for service delivery.

Functional Responsibilities

Implementation of strategies and statistical methods to collect robust, consistent and value adding procurement analytics from within UNOPS, suppliers and partners/clients:

  • Design, develop and maintain a robust analytics program including reporting routines (in support of data and system use in support of all procurement across UNOPS, centralizing data collection, analysis, actions and communication within PG.
  • Ensure data integration with source data to and from relevant systems.
  • Conduct analysis across the procurement process by projects, countries and supplier sources, which can then be contextualized, with practical conclusions drawn from the data. This includes creating templates/dashboards/models for procurement analytics for PG.
  • Communicate with a wide variety of stakeholders to validate the findings, to present the results and to establish dialogue on possible solutions. Provide timely and accurate procurement related information in a clear and concise manner to support proactive decision-making.
  • Generate regular, periodic and ad hoc reports on procurement activities in support of the delivery practice and the operational centers including recording delivered results on spend regarding soft and hard savings.
  • Design easy to access views and dashboards, leveraging key performance indicators to heighten the ability to take action on savings and efficiencies across UNOPS in relation to procurement activities. 

Identification of continuous improvement opportunities through the use of analytics; focusing on achievement of the following results:

  • Identify opportunities for procurement performance improvement, understanding the root cause and driving through opportunities where efficiency gains, collaboration, cost and time savings, local and sustainable procurement performance can improve across the end-to-end procurement cycle.
  • Drive and embed continuous improvement actions across Procurement.
  • Record and report delivered results on spend regarding soft and hard savings.
  • Develop and provide training programs on data collection, data and trend analysis, data reporting.
  • Deliver business case proposals on innovation and continuous improvement opportunities.
  • Capture and share lessons learnt and best practices on Procurement.

Prepare analytics, graphs, tables, including commentary on themes, trends for reports for the UN Annual Statistical Report

  • Prepare graphs and visualizations for the UN Annual Statistical Report, utilizing data visualization software, such as R programme.
  • Prepare commentary on analysis identifying the trends and themes and opportunities available. 

Develop, manage and govern the PG budget, recommend corrective actions when required, and determine cost recovery measurements and revenue impacts to unit.

  • Develop the Procurement Group budget during the annual review cycle.
  • Deliver quarterly performance information required for senior management
  • Provide budget forecasts, identifying risks and opportunities and correct actions required.
  • Govern the procurement group budgets ensuring the corporate systems are both up-to-date and accurate.
  • Provide pricing analysis, forecasting and actuals, including reviewing risks, opportunities and impact to procurement volumes and fees.

Education/Experience/Language requirements

Education:
  • Advanced University degree (Master’s degree or equivalent) in Business Administration, Statistics, Data Science or equivalent is required. 
  • A first level University degree with a combination of 2 additional years of relevant past experience will be considered in lieu of advanced university degree.
Experience:
  • A minimum of 5 years of progressive professional experience in systematically analyzing, evaluating, and reporting business related data and/or statistics is required.
Language Requirements:
  • Fluency in English is a requirement. 
  • Working knowledge of French and/or Spanish will be considered an asset.
