NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC's Partnerships and Policy Department seeks new Director

 

NRC is recruiting the Director of our Partnerships and Policy Department (PnP). The Director is responsible for NRC’s institutional partnerships and steering the organisation’s global advocacy work. The Director will chair the cross-departmental Advocacy Management Group. As a member of the Senior Management Group, reporting to the Secretary General, s/he will influence the future direction for NRC.

The Partnerships and Policy Department consists of more than 70 staff in seven countries on four continents, including NRC representation offices in Addis Ababa, Brussels, Geneva, the Gulf region, London, Washington, and from 2018, Germany. In addition to the representation offices, the Director will lead two key Oslo-based teams responsible for institutional partnerships and global advocacy. The Internal Displacement Monitoring Centre (IDMC) with more than 20 experts working on internal displacement is also part of the department.

 

NRC is seeking a strong advocate and manager who is passionate about building partnerships and developing policies to strengthen the organisation’s ability to assist and protect displaced people in need. S/he will represent the organisation at the highest policy levels and lead NRC’s efforts to influence change within the humanitarian sector.

We are looking for a candidate with in-depth knowledge of the humanitarian system and practical experience from humanitarian work. Experience with strategic relations towards donors as well as advocacy work is also key. S/he will be expected to proactively identify strategic opportunities, strengthen new and traditional partnerships and lead initiatives for advocacy with impact. Compatibility with NRC’s culture and values, and strong management skills in a complex organisation will be emphasised.

 

Job description    

  • Responsible for maintaining and setting strategic direction for NRC’s institutional partnerships. This includes all donor relationships, as well as strategic partnerships with other agencies such as the UN and ICRC.

  • Responsible for leading NRC’s global advocacy work, including the cross-departmental Advocacy Management Group.

  • Managing NRC’s representation/liaison offices in Addis Ababa, Brussels, Geneva, the Gulf region, London, Washington, and from 2018, Germany. Providing oversight of IDMC.

  • Performance management and line management of staff across geographical locations; including development of staff and holding the Department accountable for results.

  • Develop new and strengthen existing partnership agreements, with donors and partnership agencies such as the UN.

  • Represent NRC externally, including in the media.

  • Member of NRC’s Senior Management Group and an observer on NRC’s Board of Directors.
