About the role

The Community Justice Adviser - West will provide support to the Provincial Government in Papua New Guinea (PNG), provincially based agencies and local stakeholders to coordinate and deliver law and justice services more efficiently, effectively and equitably.

 

Key activities of this position include:

  • Building the capacity of the provinces’ law and justice sector, its partners and stakeholders in policy, administrative and technical areas to improve victim-centred restorative justice services.
  • Supporting government and provincial efforts in the delivery of village courts services and land dispute resolution using available frameworks and support structures, which are closely aligned with traditional systems.
  • Facilitating effective stakeholder/government partnerships to develop and implement coordinated community stability and peace initiatives.
  • Strengthening the capability of political and administrative units to improve coordination of service delivery, including monitoring and evaluation.
  • Aiding communities to tackle key areas of concern, to improve community safety and security, through collaboration and innovation.
  • Raising awareness in communities of the justice system and legal rights and responsibilities and access to services.
  • Promoting the principles of gender equity and social inclusion in the development and implementation of program activities.
  • Ensuring that the Program and all activities, deliver services on budget, and demonstrate value for money through the effective, efficient and economical use of program resources.

About the program

The Justice Services and Stability for Development Program (JSS4D) seeks to support PNG through targeted assistance to PNG’s law and justice agencies, provincial governments, the Autonomous Region of Bougainville and civil society groups. PNG’s efforts to reduce family and sexual violence and corruption will be specifically supported. 

The program will be implemented through four inter-related outcomes: 

 

Outcome 1: Community safety and security 

“Local level dispute resolution and conflict mediation mechanisms in target areas are more effective, locally legitimate and available.”

 

Outcome 2: Addressing Family and sexual violence 

“Women and others vulnerable to family and sexual violence increasingly access justice, legal protection and support services.”

 

Outcome 3: Effective law and justice services

“Law and justice agencies deliver ethical and accountable core state functions, with a focus on accessibility, quality and service.”

 

Outcome 4: Anti-corruption

“Target agencies and provinces demonstrate improved resistance to, detection, investigation and prosecution of corruption.”

 

Duration

12 months + 12 months possible extension.

 

Remuneration

This position will be remunerated in line with the Australian Government's Adviser Remuneration Framework, Long Term Adviser Monthly Rate Tables (http://dfat.gov.au/about-us/publications/Documents/adviser-remuneration-framework-2016.pdf) and will fall within the broadband Discipline Group C, Job Level 3. The remuneration at which the Adviser is engaged will be based on the successful candidate's relevant experience.
