UNICEF is seeking to recruit a consultant to provide support to the UCHL team to strengthen their capacity to analyze and use the data for programming and advocacy. Through the technical assistance of an international expert, the capacity of the staff at the national call-centre to analyze the data, including analysis of variance and relationships between variables and longitudinal analysis, as well as present the data in a more meaningful way to donors, government partners, will be strengthened

Background

In recent years, there has been increased interest globally among governments and international development partners in exploring ways to better utilize existing administrative data for monitoring and reporting on violence against children (VAC).  Administrative data is an important source of information that can be readily accessed and used to compliment large-scale data collection, and that can be useful to understand the nature and the extent of VAC within and across countries. Although administrative data does not reveal the actual prevalence of VAC, it can reveal the number of incidences identified and reported to authorities and service providers and also reveal important points of entry and intervention, and access to protection and support services within a given time period and across communities and districts/provinces. Administrative data can also be used to explore historical patterns and trends in identification, reporting, and response of VAC and to inform general programme planning and resource allocation, since the data can demonstrate utilization of systems, including health, justice, social welfare, and child protection systems, along with the use of community-based services. A recent review and assessment commissioned by UNICEF Headquarters of the Sources of Administrative Data on Violence Against Children in Uganda, showed that although administrative data sources for VAC exist in different sectors (i.e. social welfare, justice, and health), the analysis and utilization of this data for evidence based advocacy and programming remain limited, mainly due to insufficient capacity of and poor expertise across the different sectors. Particularly, the assessment found that the Uganda Child Helpline (UCHL), an on-line case management system run by the Ministry of Gender, Labour and Social Development, is the most comprehensive national administrative data source for VAC, however with a few challenges related to the limited know-how on analysis and reporting among the staff and on how to use the data for advocacy and programming. Therefore the wealth of information generated by the UCHL is rarely and poorly used in planning, policy making, and does not adequately inform allocation of resources and manpower to relevant sectors at the national and districts levels. The assessment noted that Uganda could benefit from a more accurate and systematic analysis of such data, not only for periodic reporting against the Sustainable Development Goals and other international and regional instruments, but also to support advocacy for affirmative action to end violence against children.

How can you make a difference?

UNICEF is seeking to recruit a consultant to provide support to the UCHL team to strengthen their capacity to analyze and use the data for programming and advocacy. Through the technical assistance of an international expert, the capacity of the staff at the national call-centre to analyze the data, including analysis of variance and relationships between variables and longitudinal analysis, as well as present the data in a more meaningful way to donors, government partners, will be strengthened.

Specifically, the consultant will be expected to;  

  • Review the TOR and develop the inception report with a detailed methodology and timeline to carry out this assignment.
  • Work with the UCHL team to develop a comprehensive statistical analysis of the UCHL data available since 2013, including longitudinal analysis and disaggregation (as agreed upon with UNICEF and UCHL)
  • Develop a guidance note for UCHL data analysis
  • Support the UCHL team to prepare a comprehensive summary of the statistical analysis to be presented to different audiences.
  • Prepare a summary report of the assignment

To qualify as a/an [champion or advocate] for every child you will have…

  • PhD in Social Sciences, criminology, or social statistics;
  • At least 8-10 years of professional experience in the areas of VAC and GBV, specifically on advanced statistical analysis in relation to violence against children and violence against women;
  • Excellent ability to work with SPSS and other data analysis software; 
  • Previous proven experience in working with administrative data sources on violence against children and violence against women, specifically in the East Africa context, preferably in Uganda;
  • Previous and proven experience in conducting longitudinal analysis of data;
  • Sound experience with professional
