Purpose of the Assignment

Background

The curriculum reform of the Guiné-Bissau / MEN (Ministry of National Education) education system in progress since 2011 and supported by the PME (World Education Program) includes the conceptualization and revision of student manuals and / or activity books and guides Of the teacher (from 1 to 4 years).

The teaching materials created are in the final revision phase and the creative work of an illustrator, in articulation with a designer, constitutes the next phase of the works.

The Curricular Reform respects the Basic Law of the Educational System, seeking to integrate itself in the philosophy and orientations of Education for All, with special attention to the problems of access and success in Basic Education.

The Curriculum Reform Guidance Document updates the principles, objectives, structure and management of the curriculum, aiming at:

- improving the quality of learning through the elaboration of contextualised programs for the (knowledge) and understanding (values) of the concrete realities of Guinea Bissau (environmental and social ecology, citizenship education, education for life) and manuals / Activity books for the student, if of guides for the teachers that embody the program objectives;

- greater effectiveness by means of material or social support measures to encourage the progressive elimination of factors of inequality (individual or gender) and dissemination of good teaching, training and school management practices, on the basis of a regular evaluation of the results achieved. "

Justification

UNICEF is supporting National Institute for Education Development (INDE) of Ministry of Education (MoE) in curriculul reforms for the Primary school with the funding support from Global Partnership for Education. These reforms are part of the Education Sector Plan implementation. These illustrations are required to finalize the curriculum related materials developed as part of the reforms process.  

While the need was anticipated at the time of preparing the workplan and supply plan, however the support to Curriculum reform is included in work plan. The Supply plan is being revised to include this consultancy requirement.

This consultancy is to support UNICEF and INDE and MoE by developing the illustrations for the curriculum materials developed for grades 1-4 as well as the materials for teachers.

Objective

Illustration of manuals (illustration / photo or other), teacher's guide and student activity book from grades 1 to 4

Assignment Tasks

Activities:

  •  Create the images (illustration / photo or other) for the manuals, activity books for the students and guides for the teacher of the 1st, 2nd, 3rd and 4th years.
  • Finish the illustrations (illustration / photo or other) with the designer / designer after approval prior to experimentation.
  • Revise the images (illustration / photograph or other) according to INDE's instructions and technical opinion of the University of Minho after the experimentation. The use of color should be reduced, given the current and foreseeable future difficulties of reprinting.
  • Include / follow the technical specifications regarding the use of colors  as provided by INDE to aid the printing of the manuals.
  • Produce 2 copies for delivery (INDE / UNICEF) in soft and hard copy and artwork.
  • Request and register the final approval of each document.
  • Review the images (illustration / photograph or other) until their final approval by INDE on prior technical advice from the University of Minho.

    Methodology:

    The work methodology will be to create the illustrations or images (illustration / photo or other) incorporating them in the sense with the text and following the technical instructions provided for each of them by INDE.

    The work will be divided into 4 phases:

    • Prepare the list of images (illustration / photo or other) and their categorization (illustration, photography, etc.)
    • Creating images (illustration / photo or other) following the instructions provided in the books
    • Field testing of materials in a classroom context in conjunction with the University of Minho
    • Revision of the images (illustration / photograph or other) after the experimentation

    Once finished and approved, the images (illustration / photo or other) inserted in the books will be tested with a pilot group. Some changes will be required after testing the textbooks in the classroom. The dates of the experiment will be confirmed and the review of the images (illustration / photo or other) will take place according to the experimental comments (which can happen with a time interval or at the same time as the creation of the images Other) and experimentation.  For example grade 1 materials are field tested and continue the (illustration / photograph or other) of the 4th year materials).

    Supervision and conditions

    • The illustrator will be co-supervised directly by INDE and UNICEF.
    • The guidance of INDE will be followed so that the drawings are in line with the text and constitute a meaningful unit. The specifications for the images (illustration / photo or other) are included in the manuals, activity books and teacher guides prepared by INDE with the technical support of the University of Minho.
    • In case of change this must also be approved by the INDE. .

    Materials and copyright

      National and international copyright rules must be respected. All rights, responsibilities and copyright obligations are the responsibility of the consultant. In the event that authorizations are required during the work process, these must be submitted INDE. Any materials developed as part of the assignment will remain in copyright to UNICEF

Expected Deliverables

  1. Activity: List / report of images shared, reviewed with INDE and completed by the consultant

Deliverables: Inception report with the definition of the works (maximum 5 pages with the count and identification of each type of image)

Timeline: three weeks from date of signing of contract

 

  1. Activity: Create the images for all the books referring to the 1st year

Deliverable: Draft of illustrations for the grade 1 ended, delivered and approved (in writing) by INDE and the soft, hard and artwork provided to INDE and UNICEF

Timeline: eight weeks from the finalization of the inception report.(September)

  1. Activity: Create the images for all the books referring to the 2nd year

Deliverable: Draft illustrations for the grade 2 completed, delivered and approved (in writing) by INDE and the soft, hard and artwork provided to INDE and UNICEF

Timeline: five weeks from the drafting  of illustration for grade 1 (October)

  1. Activity: Create the images for all the books referring to the 3rd year

Deliverable: Draft of illustrations for the grade 3r ended, delivered and approved (in writing) by INDE and the soft, hard and artwork provided to INDE and UNICEF;

Timeline: 5 weeks from the completion of grade 2 illustrations

  1. Activity: Create the images for all the books referring to the 4th year

Deliverable: Draft of illustrations for the grade 4 submitted and approved (in writing) by INDE and the soft, hard and artwork provided to INDE and UNICEF.

Timeline: five weeks from the completion of grade 3 illustrations

  1. Activity: Field testing of the illustrations

Deliverable: Report of the field testing

Timeline: To be confirmed by INDE ( it does not depend on the consultant)

  1. Activity: Revision of the illustrations based on the field testing

Deliverable: Final set of illustrations for all grades after the changes resulting from the experimentation have been approved (in writing) by INDE and the soft, hard and artwork is provided to INDE and UNICEF

Timeline: within two weeks of completion of field testing.

note:

The work will be considered finished after written approval with signature in each image of the final result by MEN / INDE.

Payment Schedule:

  • Inception report with the definition of the works (maximum 5 pages with the count and identification of each type of image) 10%
  • Draft of illustrations for the grade 1 ended, delivered and approved (in writing) by INDE and the soft, hard and artwork provided to INDE and UNICEF 20%
  • Draft illustrations for the grade 2 completed, delivered and approved (in writing) by INDE and the soft, hard and artwork provided to INDE and UNICEF 15%
  • Draft of illustrations for the grade 3r ended, delivered and approved (in writing) by INDE and the soft, hard and artwork provided to INDE and UNICEF 15%
  • Draft of illustrations for the grade 4 submitted and approved (in writing) by INDE and the soft, hard and artwork provided to INDE and UNICEF15%
  • Report of the field testing 10%
  • Final set of illustrations for all grades after the changes resulting from the experimentation have been approved (in writing) by INDE and the soft, hard and artwork is provided to INDE and UNICEF 15%

Total: 34 books: 17 for students and 17 for teachers, and only the notebooks and manuals will be illustrated.

All books will be made up / design.

  • The covers and back covers count as a page since they need images / design.
  •  The number of pages and images may vary as the work progresses. Given the size and complexity of the work. You will need flexibility in making adjustments and changes if the number of pages / image type is changed.

The indications provided in the methodology should be strictly followed

Qualifications of Successful Candidate

Education & Years of relevant experience

Selection criteria for candidates:

- Experience proven by portfolio in developing illustrations in manuals or communication materials. Experience in illustration of materials for school curriculum and / or pedagogical manuals for children.

- To have all the material (hard and software) necessary to the development of the works.

- Ability to develop creative work (send curriculum).

- Experience working with governmental organizations and / or institutions.

- Skills in developing creative work (send portfolio and / or examples of previous work).

- Sensitivity to the ethnic-cultural and religious diversity of the country.

 

- Ability to work as a team.

- Fluency in written and spoken Portuguese.

- Availability from July according to the start dates of the works.

Conditions of work

The consultant will work in the facilities provided by INDE (except when otherwise agreed). The work will be based in the office space provided by INDE but in close coordination with UNICEF.

The work and technological materials for the development of the works will be the responsibility of the consultant.

The works will be considered approved when signed in each image by INDE.

Availability for working meetings with the UNICEF and MEN team if and when requested
