Senior Analyst, Green Growth Performance Measurement (GGPM) - Thought Leadership

The Senior Analyst will oversee implementation of the GGPM project working closely with other team members and relevant stakeholders to collect and analyze data, oversee background research and analysis, conduct quality checks on the data, develop cross-cutting (multi-sector) analytical methodologies, assessment tools, and knowledge products, collaborate with key stakeholders within GGGI and with country and international counterparts, and contribute to GGGI’s knowledge sharing and thought leadership activities. S/he will work to support partner countries in the planning, designing, and implementing of activities associated with GGGI’s GGPM methodology, data, and process that demonstrate GGGI’s thought leadership and, as appropriate, help guide GGGI country teams in structuring and implementing country programs to promote green growth policies, plans, and investments. Where practical and relevant, the Senior Analyst will contribute to and support activities being implemented under the GGPA project and other possible projects in the Office of Thought Leadership.

INTRODUCTION

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as “green growth,” which targets key aspects of economic performance such as poverty reduction and job creation, as well as social inclusion and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build economies that achieve strong growth and are less carbon intensive, more resilient to climate change, and more efficient and sustainable in the use of natural resources. 

GGGI has a diverse portfolio of programs in developing countries and emerging economies around the world, managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use, which hold significant potential in achieving green growth in developing countries. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development activities which build a strong theoretical and empirical basis for green growth, and knowledge management and sharing activities that provide concrete options and guidance for policymakers, as well as help build the conditions for public and private green infrastructure investments.

The Office of Thought Leadership (TL) plays a critical part in supporting GGGI’s global, regional, and country-level programs and projects by:

  • demonstrating GGGI’s leadership in evidence-based program planning and implementation, research, analysis, tools and methodologies, and knowledge dissemination, exchange, and cooperation;
  • producing GGGI’s flagship and strategic knowledge products;
  • conducting applied or policy research and analysis, and designing and disseminating analytical tools and methodologies;
  • overseeing GGGI’s knowledge sharing (South-South cooperation) activities;
  • leading climate diplomacy programs and activities;
  • providing technical support to operational teams; and
  • building and supporting partnerships with international development and academic institutions.

 

GGGI’s green growth methodology team creates and applies new analytical tools and methodologies to assess green growth performance. Currently, there are two tools being developed and implemented under the Office of Thought Leadership. Green Growth Performance Measurement (GGPM) is a tool being developed to understand and analyze green growth performance at a national level and aims to enhance evidence-driven approaches to measure green growth performance among policymakers and other stakeholders. The project aims to develop a multi-country green growth composite index, a simulation tool for studying the impacts of policies, an evidence library, and periodic flagship reports summarizing country and sectoral performance. Green Growth Potential Assessment (GGPA) is a tool that examines a country’s performance in key green growth areas in order to identify areas of underperformance and to transform them into opportunities for high-impact green growth interventions.

 

PURPOSE

The purpose of the GGPM Senior Analyst position is primarily to oversee implementation of the GGPM project and, secondarily, to contribute to and support other relevant GGGI projects and activities, like GGPA, focused on performance metrics, indicators, and tracking methodologies that support targeted GGGI country programs and country stakeholder priorities.

 

ENGAGEMENT

The Senior Analyst shall play a critical role in fostering collaboration among colleagues within GGGI as well as government officials in developing countries to expand meaningful application of up-to-date green growth analytical tools and methodologies such as the GGPM. The Senior Analyst shall actively collaborate with counterparts in GGP&I HQ and country offices, IPSD subject matter experts, and external partner organizations, including intergovernmental organizations (IOs), think tanks, universities, and the private sector to effectively design, develop, share, and augment the impact of GGPM tools, work products, and processes with key audiences.

 

DELIVERY

The general roles and responsibilities of the Senior Analyst include:

  • Leading and supervising GGPM activities through a collaborative process to identify green growth priorities as well as specific priorities for individual sectors that will serve as entry points for a broader engagement by GGGI at the country level;
  • Develop and disseminate of flagship/core knowledge products generated through GGPM and related methodologies and assessment tools, including the implementation of rigorous quality control measures such as third-party peer review to ensure broad acceptance and utilization;
  • Managing data gathering, background research, and analysis on methodological questions and relevant sectors as needed;
  • Synthesizing, codifying, and disseminating experiences gained through country activities and engagement in international networks into elements of South-South cooperation programs, regional knowledge sharing programs, and national level capacity building activities;
    • Contributing to efforts to extract and share key best practices and lessons learned from GGGI and international partner experiences and applying these to new and ongoing program activities;
    • Where relevant, providing on-demand analytical and operational support to in-country activities;
    • Advocating for green growth through analytical insights gained from program activities; and
    • Facilitating effective communication and cooperation across thematic areas and with country teams to enhance GGGI’s delivery.

 

REQUIREMENTS (only recruitment purpose)

 

QUALIFICATIONS

  • An advanced university degree (Master’s degree or equivalent) in econometrics, development economics, statistics, engineering, environmental science, international development, law and policy, or other disciplines related to sustainable, development, environmental management, or green growth;
  • At least 5 years of professional experience with an emphasis on developing and applying methodologies for quantitative analysis – especially projects involving indicators and indices – and conducting comparative country assessments.

 

FUNCTIONAL

  • Proven experience and expertise in producing quality analytical inputs in project origination, feasibility assessment, and preparation; and
  • Strong background in econometrics, data and statistical analysis, research, and application of quantitative/qualitative assessments;
  • Proven track record of successfully working in multi-cultural teams in an international environment;
  • Experience in implementing development projects by delivering agreed outputs on time and managing relationship with stakeholders;
  • Experience working closely with government and non-government stakeholders, particularly in developing countries, and with intergovernmental organizations (IOs); experience in policy consultation and project development is a plus;
  • Experience managing and guiding a team of experts and consultants;
  • Strong command of utilizing Microsoft Excel, Visual Basic for Applications (VBA), and other complex data management software is a plus;
  • Excellent analytical skills, critical thinking ability, and data mining skills; and
  • Exceptional writing, editing, and proofreading skills in English are a must; knowledge of other relevant languages is an asset.
