Roll Back Malaria Partnership is a global health initiative created to implement coordinated action against malaria. It mobilizes for action, and resources and forges consensus among partners. The Partnership is composed of a multitude of partners, including malaria endemic countries, their bilateral and multilateral development partners, the private sector, nongovernmental and community-based organizations, foundations, and research and academic institutions. The partners join the RBM Partnership on a voluntary basis through their commitment a malaria free world.

The past fifteen years have seen tremendous gains in reducing the burden of disease and progressing towards malaria elimination. Between 2000 and 2015, global malaria incidence fell by 37 percent and mortality rates by 60 percent. Over 6.2 million deaths were averted, primarily among children less than five years of age. Expansions in financing, strong political commitments, novel diagnostic and preventative measures, and multi-sectoral co-ordination have facilitated this progress. Since 1998, the Roll Back Malaria Partnership (RBM) has been central to the global fight against malaria. It has been essential to mobilizing these unprecedented resources and scaled up innovative interventions and to put the world on to a path of eliminating malaria.

Functional competencies

Core Responsibilities:

  • Provide management and leadership support to for the ARMPC, in the design, and implementation of the advocacy and resource mobilization section of a 3-5-year Partnership Strategy to co-ordinate and harmonize Partner advocacy initiatives and events and to generate political support.
  • Develop and support the implementation of a comprehensive framework for the engagement of the Private Sector in malaria.
  • To provide expert leadership for the implementation of ARMPC work plan and priorities within the ceiling of available resources.
  • Identifies, documents and shares best practices and packages information on resource needs and opportunities to assist the CEO, Partnership Board members and other Partner Committees.
  • Working across the management team including the Country and Regional Support Partner Committee (CRSPC) to support countries to maximize use of their available malaria resources and to advance resource mobilization efforts to meet remaining country resource needs.  
  • Promote cross-cutting collaboration and synergies within the RBM Partnership.
  • Facilitate information-sharing, effective communication and collaboration across the RBM Partnership, as well as existing and prospective partners.
  • Within the delegation of authority, oversee and manage the work of assigned staff, distributing assignments to facilitate smooth and effective use of human and financial resources.

Management and Leadership:

  • Working with ARMPC Co-Chairs and members support development of committee work plan and implementation strategies.
  • To collaborate with and provide authoritative advice to the Co-Chairs of the ARMPC for the development of costed work plans within the boundaries set by the Board and the CEO, including advising on strategic planning, risk management, as well as streamlined procedures and best practices
  • Facilitate information-sharing, effective communication and collaboration across the RBM Partnership, as well as existing and prospective partners.

Advocacy and Resource Mobilization Advice and Support:

  • Designing, developing, and delivering advocacy messaging, plan events, engage partners, build and sustain campaigns to meet the objectives of the current and future RBM Strategy.
  • Promote the RBM Partnership and its objectives by ensuring high visibility and understanding of malaria at a senior political level, building a movement to restructure global and national efforts towards ending malaria.
  • Establish and broaden relations with existing and new donors and financial partners and analyze information on their funding priorities and trends.
  • Advise the Partnership on methods to develop fundable projects, explore possible sources of funding, and coordinate strategic programme development opportunities with relevant stakeholders.
  • Advise the CEO and RBM Management Team in the development of advocacy proposals and resource mobilization activities to ensure that these meet the requirements of political and decision-making bodies and promote further cooperation and coordination with partners.
  • In collaboration with internal and external partners, develop a specific fundraising approach for the Partnership with the donor community (existing and new donors) and provide advice and support to relevant staff in the implementation of the Partnership Advocacy Strategy.
  • Organize fundraising activities, such as donor briefings and presentations or joint donor events with relevant internal stakeholders.

Country / Regional Support:

  • To work with the Co-Chairs of the Country / Regional Support Partner Committee (CRSPC) to develop a strategy on country and regional resource mobilization and the effective use of existing resources in collaboration with new RBM mechanisms.
  • In conjunction with the CRSPC, support resource mobilization for country programmes by networking existing and prospective partners, donors and interested parties; negotiating and collaborating with them to encourage interest and attract support as part of fundraising drives towards increasing financial support for RBM, as well as broadening awareness among potential donors and key partners.

Other:

  • Within the delegation of authority, to oversee and manage the work of assigned staff, distributing assignments to facilitate smooth and effective use of human and financial resources; training, motivating and coaching staff, as well as evaluating performance, facilitating career development.
  • To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

Education

·        Advanced university degree (Master or equivalent) in Communications, Advocacy, Political Science, International Relations, Development Studies, Economic, Public Administration, Business Administration or related fields.

·        A Bachelor degree with two additional years of relevant experience may be acceptable in lieu of the advanced degree.

Experience


  • Minimum 7 years of experience in advocacy, research, coordination, resource mobilization, campaigning, networking, public relations, stakeholder management, programme management, donor relations, fundraising; or related areas
  • Experience of working with International Organisations is desirable.
  • Experience in the area of strategic advocacy with a focus on global health issues is desirable.
  • Experience record in the development and evaluation of policies related to public health is desirable, preferably in the area of malaria.

Languages

Fluency in oral and written English is essential;

Working knowledge of French is desired.

Knowledge of other UN language/s would be an asset.
