Roll Back Malaria Partnership

The past fifteen years have seen tremendous gains in reducing the burden of disease and progressing towards malaria elimination. Between 2000 and 2015, global malaria incidence fell by 37 percent and mortality rates by 60 percent. Over 6.2 million deaths were averted, primarily among children less than five years of age. Expansions in financing, strong political commitments, novel diagnostic and preventative measures, and multi-sectoral co-ordination have facilitated this progress. Since 1998, the Roll Back Malaria Partnership (RBM) has been central to the global fight against malaria. It has been essential to mobilizing these unprecedented resources and scaled up innovative interventions and to put the world on to a path of eliminating malaria.

Despite these gains, malaria still poses a significant threat to public health and sustainable development. In 2015, there were an estimated 214 million cases. Malaria continues to affect the poorest and most marginalized disproportionately, and restricts human development and poverty alleviation. As much as 80 percent of malaria deaths occur in just fifteen countries, primarily in Africa.

RBM's Vision is of a world free from the burden of malaria.

The Country Regional Support Partners Committee of Roll Back Malaria is seeking consultants with broad experience in planning of mass LLIN distribution campaigns to provide technical assistance to countries engaged in the mass distribution of Long Lasting Insecticide Nets (LLINs).  Technical assistance providers should be in a position to respond to country requests for support in the areas of implementation, logistics, behavior change communications, and monitoring and evaluation.

The scope of work for a specific consultancy assignment will vary according to the stage of a campaign’s planning and implementation.  The following list represents the types of tasks that may be needed to be undertaken, dependent upon the circumstance of each campaign

Functional Responsibilities

  • Lead the definition of the campaign strategy: roles and responsibilities of campaign partners, quantification and allocation of LLINs to households and beneficiary identification, and methods for LLIN distribution, logistics aspects of campaign strategy and planning.
  • Lead the development of the plan of action, timeline of activities and budget for mass distribution of LLINs
  • Lead the development or modification of technical and logistics tools for campaign implementation, such as training guides, data collection forms, supervision and monitoring checklists, etc.
  • Identify and address human resource needs and operational gaps in the area of logistics planning and implementation
  • Lead the development of the logistics plan of action and relevant supporting documents regarding warehousing, transport and security of LLINs, budgeting, and overall supply chain management including the development of a comprehensive transport and storage plan
  • Lead and develop strategies to ensure 100% LLIN accountability, including risk assessment and mitigation planning, training simulations for use with tracking tools, and effective supervision structures
  • Lead the development of the micro plans for operational planning and budgeting, including development of the necessary templates and training materials
  • Lead the development of the monitoring and evaluation plan
  • Lead the development of the comprehensive communication plan including a communication, advocacy and social mobilization plan of action, timeline, and budget for a campaign’s pre- distribution, distribution and post-distribution phases.
  • Support the devising of messages around household registration, procedures for net pick up, and the acceptable uses and/or disposal of expired nets, as well as the disposal of net packaging. 
  • Lead the development of social mobilization strategies and other appropriate communication approaches including the use of mass media for target groups with different communication requirements, as well as the development of advocacy and engagement packages for specific audiences.
  • Assist in the development both of communication modules in a campaign’s training manual for Training of Trainers and of teaching and learning tools for training of supervisors, monitors, and implementer at regional and local levels.
  • Provide assistance in adapting communication micro planning tools to country specific requirements

Education

  • Advanced university degree (Master’s Degree or equivalent) preferably in public health or social science or related area.
  • Bachelor’s Degree preferably in public health or social science with additional 2 years of experience may be accepted in lieu of a Master degree

Experience

Essential: 

  • Minimum 7 years of professional experience working on a mass LLIN distribution campaigns in the capacity of a planner or an implementer. The individual should have actively participated in the process versus being a member of an organization involved but without a campaign-specific role.
  • Minimum 7 years of experience in at least one of the core LLIN campaign areas: – implementation and/or logistics and/or communication and/or monitoring and evaluation.

Desirable:  

Experience in the UN system is desirable.

Languages

  • Must be fluent (spoken and written) in English or French. Additional language skills (Spanish, Portuguese) are an advantage.
