Local Consultant: Country Programme Development

UNICEF Philippines is seeking a national consultant to work with the international consultant and the UNICEF Country office to; design and facilitate the Prioritisation exercise with UNICEF staff and partners; support the facilitation of the Strategic Intent meeting and; facilitate programme level TOCs in support of the new Country Programme development process.

Major Tasks

  • Strategic Prioritization support

    • In consultation with Representative and Deputy Representative and based on the outputs of the SITAN report, CPC 7 Evaluation/Review, UNICEF’s New Strategic Plan and other UNICEF HQ and RO priorities.
    • Design the prioritization meeting agenda and facilitate the prioritization meeting with guidance from the international CPD consultant/facilitator.

 

  • Strategic Intent Meeting and High Level TOCs Co-Facilitated

    • Support the international facilitator to co-facilitate the Strategic Intent (SI) meeting and the high level TOC workshop.

 

  • Lead the validation of the Outcome-level TOCs with Partners

    • Support programmes to design and facilitate TOCs with remote support from the international CPD consultant/facilitator.

 

  • Consolidate documentation of key SPP activities

    • Supervise and consolidate overall documentation of the key SPP activities.

 

 

Deliverables

  • Agenda for the Prioritization meeting developed in consultation with SMT and event facilitated.
  • A paper outlining the key deprivations for children and the priorities that UNICEF and partners have identified as the focus of the new CPD development process.
  • Agenda developed and meeting co-facilitated with international CPD consultant/facilitator.
  • Facilitate the validation of up to 6 Outcome Level TOCs with UNICEF staff and partners.
  • Documentation of the results of the 4-day SI meeting and High-level TOC Workshop.
  • Detailed narrative and photo documentation of the key SPP events:

    • Strategic Prioritization
    • Strategic Intent Meeting and High Level TOCs
    • Validation workshops of Outcome-level TOCs with partners

 

Qualifications and Competencies of Successful Consultant

  • Advanced degree in Development, Economics, Social Science or Related Field.
  • Open to Filipino nationals only.
  • Excellent facilitation skills.
  • At least eight years in the relevant field (planning, monitoring, evaluation). 
  • Experience in preparing the Country Programme related documents an asset.
  • Strong background on RBM and development of Theory of Change.
  • Proven ability to exercise analytical and conceptual thinking.
  • Proven skills in facilitation and communication.
  • Proven capacity for team work.
  • Ability to express clearly and concisely ideas and concepts in written and oral form.
  • Excellent knowledge of written and spoken English. Computer skills, including internet navigation, and various office applications.
