Purpose of the Assignment

The local market in Pakistan is developing which necessitates an update of the information on local vendors, availability of commodities and services, sources of products imported, capacities available etc. With the continuous increase and market expansion, there is a need for UNICEF to be aware of the new market trends and tap into those potentials to expand and update our vendor master records.

The goal of the consultancy is to assess availability of locally available supplies, pre-qualify vendors for local procurement of supplies and services, and update the vendor master records maintained by the Office.

UNICEF Pakistan Country Office determines the main commodity categories based on historical data of the past purchase orders and contracts, commodities include but are not limited to printing material, construction materials, office and IT supplies/equipment, plastic products, vehicle spare parts, hygiene and sanitation supplies, shirts and sports equipment, tents and shelter equipment, cleaning services, media/print services, maintenance services, security services, and logistics and event management services.

 

To make a difference, you will be accountable for the following tasks and deliverables:

  1. UNICEF Pakistan Country Office places an advertisement of Expression of Interest (Reference number EOI-2017-005) in local newspapers to invite suppliers to express their interest to register with UNICEF. UNICEF requests them to complete the Supplier Profile Form and provide original substantiating documents about their company. This will help identifying new vendors and provide to the old vendors an opportunity to update their profiles.
  2. The Consultant furthermore assesses the status of the local market by sourcing for suppliers via such institutions as the Ministry of Trade, Chamber of Commerce, Employers organizations, etc. The Consultant forwards the Supplier Profile Form to the manufacturers for completion.
  3. The Consultant will analyze the completed Supplier Profile Forms for initial vetting based on the information provided by the vendors, such as: company registration, areas of activity and capabilities, qualifications, source of goods, availability of products and reference checks, etc.
  4. On the basis of this assessment the Consultant will prepare a short list of suppliers for each category of supplies.
  5. The Consultant and team to assist with translation and access to some locations will visit the premises of each of the suppliers, and prepare a detailed Supplier Inspection Report to assess the suitability of each supplier.
  6. Based on the results of the supplier visits and inspection reports, the Consultant will assess each vendor, document results and make recommendations of pre-qualified vendors by category of commodity.
  7. The consultant will prepare a hard copy file of pre-qualified suppliers by category.
  8. Work in consultation with UNICEF colleagues to start the UNGM registration process of the pre-qualified suppliers.
  9. The Consultant will define a methodological framework for the updating of the list of suppliers with precise selection criteria.
  10. The Consultant will prepare a final report containing the methodology, principal conclusions and recommendations of the market survey outcomes.

Expected Deliverable

  1. Expression of interest advertised in all leading local newspapers as well as on the UNICEF and UNGM websites.
  2. Supplier profile forms completed by all as required.
  3. Preliminary vetting of completed supplier forms done and documented.
  4. A list of short-listed suppliers for various categories of commodities and services.
  5. Completed Supplier Inspection Reports.
  6. Submit recommendations of the pre-qualified vendors by category of commodity/service.
  7. Provide a hard copy file of the pre-qualified suppliers by the various categories.
  8. Facilitate the registration of the pre-qualified vendors in the UNGM website.
  9. Provide a framework of continuous updating  of the vendor master records.
  10. Submit a Final report containing the methodology, principal conclusions and recommendations of the market survey.

Estimated Duration of Contract:

3 Months, starting July 2017

Anticipated Travel Itinerary             

The assignment shall be done from Islamabad, with possibility of field visits to suppliers located in Rawalpindi, Karachi, Lahore, Faisalabad, Quetta, Peshawar, Gilgit and Muzaffarabad and other areas in Pakistan whenever required.

Qualifications of Successful Candidate

**Applicants are requested to submit an all-inclusive financial quotation showing fee, budget for sub-contractor, lump sum DSA and travel from home-country in their cover letter.**

Education

  • Advanced university degree in business administration, procurement, management or a related technical field.

Years of relevant experience

  • Five years progressively responsible professional work experience at the national and international levels in procurement, business administration and management and financial analysis.
  • Proven experience in similar assignments with UNICEF.

Language Proficiency

  • Fluency in English.

Competencies of Successful Candidate

  • In depth knowledge of procurement and good concept of analyzing technical financial documents.
  • Proven ability to conceptualize, develop, plan and manage market research and similar projects
  • Good planning, organizing, analytical, negotiating and communication skills.
  • Demonstrated ability to work independently in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization.
  • Excellent computer skills, including database applications, internet navigation and report writing.
