NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. It consists of several, world-leading standby rosters, comprising more than 1000 highly qualified women and men. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis. We do this by delivering the right expertise, building strategic partnerships and advocating for more effective action.
NORCAP rosters’ experts work with UN agencies, humanitarian organizations, development actors and national stakeholders to build save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.

NORCAP is currently seeking Communication specialists with significant expertise and proven skills in capacity building, coordination and advocacy work.

Job description

The exact job description will vary for each assignment. The responsibilities of an Communication Specialist may include:

• Support preparedness and response activities and work with relevant sector/clusters such as Health and WASH coordination mechanisms.

• Contribute to response strategies and action planning processes with key sectors.

• Promote and enable environment for freedom of expression, press freedom and journalistic safety.

• Support communication with affected communities and ensure that their perspectives are taken into account at all levels in humanitarian programming and decision making processes.

• Lead and manage communication and advocacy processes at national and sub-national levels for UN agensies.

• Ensure appropriate communication- and coordination channels between the different thematic areas involved, cluster participants and government/government officials.

• Produce written and visual materials, including talking points, articles, pictures, press releases for a wide range of audiences, including donors, humanitarian organisations and the general public.

Qualifications

• Relevant university degree or equivalent experience, preferably in journalism, mass communication, or communications for development or relevant social science
• Knowledge of the humanitarian community, including donors, NGOs/INGOs, governments, the UN system and relevant international and regional organisations.
• Experience interacting with government in humanitarian contexts.
• Strong written and oral communication skills in English. The ability to work in at least one other international language – French, Spanish or Arabic would be an asset.

Education level

  • College / University, Master / Phd grade

• Ability to work in a collaborative manner with team members and with multiple stakeholders at various levels from national to sub-national and community levels.
• Excellent communication and interpersonal skills, including cultural sensitivity.
• Demonstrated ability to work effectively in highly stressful situations.
